AGENDA ITEM:Consideration of approval of a resolution approving a site plan for Access
Systems – Existing (955 SE Olson Drive)
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: Access Systems requests approval of a site plan to perform
pavement maintenance, install additional landscaping and update the façade of the existing building.
The project includes replacing the entrance driveway and increasing a part of the sidewalk to 5-feet to
match the new project to the east. The project also includes a paved connection between the existing
site and the new site to the east. This path will be extensively landscaped. Additional landscaping is
shown throughout the site.
Façade improvements will be made to the existing Access Systems building, which includes the south
and east sides. These improvements consist of painting and replacing front materials with porcelain
and Nichiha and will be similar to Access System’s new building to the east.
All utilities exist to this site and no new utilities are required. No additional stormwater management is
required. All landscaping and parking requirements have been met. The site requires 77 parking spaces
and 80 are provided.
The updated elevations of the building have been included for review.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the January 16, 2023, Commission Meeting and recommended approval.
Approval of a Site Plan for Access Systems- Existing (955 SE Olson Drive)
City Planner, Bill Mettee, introduced the request for approval of a site plan for maintenance
and improvements of the existing Access Systems Building. the subject property is generally located
north if SE Olson Drive and west of SE Alice’s Road, and contains approximately 3.08 acres.
Mr. Mettee advised that the project involves pavement maintenance, landscaping, as well as
façade updates to the existing building. Specifically, these updates will include repainting and
replacing current building materials, installing a new approach and sidewalk, installing an ADA
accessible path between the existing lot and the new Access Systems lot to the east, and providing new
landscaping throughout the site.
Staff recommends approval of the site plan.

Commissioner Broderick moved to approve the site plan for Access Systems-Existing (955 SE
Olson Drive). The motion was seconded by Commissioner Tessau. Ayes: Koelker, Hoifeldt, Koshy,
Broderick, and Tessau. Nays: none. Motion Carried.

APPROVING THE SITE PLAN FOR ACCESS SYSTEMS - EXISTING
(955 SE OLSON DRIVE)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Access Systems - Existing on January 10, 2023; AND,
WHEREAS, the Site Plan for Access Systems – Existing is in general conformance with §160 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Access Systems – Existing is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 16th day of January, 2023 that the Site Plan for Access Systems – Existing is approved.

HISTORY
The subject property is located west of SE Alice’s Road and north of SE Olson Drive. The property was
originally platted and zoned as part of the Westgate Business Park planned development. The applicant wishes
to replat the two existing lots into one lot to construct an office building for Access Systems which has an
existing facility to the west of the property.
PROJECT DESCRIPTION
The project involves pavement maintenance and landscaping, as well as façade updates to the existing building.
The façade updates include repainting and replacing current building materials with porcelain and Nichiha. A
new approach will be installed with 5-foot sidewalks to match what was installed with the site plan to the east.
An ADA accessible path will be installed to provide a connection to the new Access Systems lot to the east as
well as across the drive aisle. New landscaping will be provided throughout the site in the form of trees and
shrubs.
ACCESS AND PARKING
Access to the site will be provided via SE Olson Drive. The required amount of parking for the building is 77
parking spaces. The site plan identifies that 80 parking spaces will be provided as well as four accessible spaces.
UTILITIES
Utilities already exist on-site to serve the office building. No additional utilities are needed.
LANDSCAPING & OPEN SPACE
The required amount of open space for this site is 10% and the landscape plan identifies that 20% open space
will be provided. The required number of plantings have been shown on the site plan.

ELEVATIONS
Elevations of the façade improvements have been provided by the applicant. Proposed materials include
porcelain and Nichiha.
STAFF RECOMMENDATION
The site plan is in general conformance with the Zoning Ordinance, Site Plan Ordinance, and Comprehensive
Plan. Staff recommends approval of the site plan.
