AGENDA ITEM:Consideration of approval of resolutions approving a preliminary plat, final
plat and site plan for Launch Townhomes at Kettlestone
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat and site plan for a 7.38-acre multi-family townhome development
located north of Ashworth Road and east of SE L.A. Grant Parkway.
The project involves the construction of 92 townhome units within nine (9)
separate buildings. Each unit will be its own lot. The buildings range between
four (4) and 16-units per building and each building varies in size from 2,335-
square feet to 6,144-square feet. The individual units will range from 700-
square feet to 1,160-square feet in area.
The elevations are proposed to be constructed of fiber cement lap siding,
smooth panel, cultured stone and fenestration. All buildings are between two
and three-stories and will include either a one-car or two-car garage. Several
color palates will be offered to provide differentiation between buildings of
the same size.
A minimum of 20% is required to be open space and the applicant is
providing 60.5% open space. Storm water detention will be accommodated
with a basin on the northwest side of the site. All utilities will be brought into
the site to service the units.
A five-foot-wide sidewalk will be installed along the east side of SE L.A.
Grant Parkway and private five-foot sidewalks will be installed within the site
to provide pedestrian circulation. A future 10-foot trail will be installed along
the north side of Ashworth Road with the future road improvements.
The final plat includes one lot, Lot 1 that is 7.38-acres in area and an outlot for
the common drives, open space and detention basin that will be shared within
the development. The outlot will be owned and maintained by an association.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, site plan and final plat request at their
meeting on November 8, 2022 and recommended approval:

City Planner, Bill Mettee, introduced the request for approval of a preliminary plat, final plat,
and site plan related to a townhome development as submitted by the applicant, NJREC, Inc. the
property is generally located north of Ashworth Road and east of SE LA Grant Parkway, and contains
approximately 7.38 acres.
Mr. Mettee advised that the project includes a total of nine townhome buildings containing a
total of 92 townhome units. Each unit will be its own lot. Each unit will range in size from 700 to
1,160 square feet in size. An Outlot is identified and contains all of the common areas including
private streets internal to the site, open space, and detention basins. One monument sign is proposed at
the west entrance of the site. Access is provided off of SE LA Grant Parkway and SE Ashworth Road,
and a five-foot-wide sidewalk will be installed along the east side of SE LA Grant parkway. A future
10-foot-wide trail is identified along the north side of SE Ashworth Road and pedestrian walkways are
indicated throughout the development. Public utilities will serve the site and the storm water detention
basin at the northwest of the site will be owned and maintained by the homeowner’s association. All
landscaping, open space, elevation, and lighting requirements have been met at this time.
Staff recommends approval of the preliminary plat, final plat, and site plan for Launch Townhomes
subject to any remaining staff comments and review of the legal documents.
Commissioner Streit questioned if there were any significant changes since the rezoning
concept plan. Mr. Mettee advised this was very similar to the concept plan presented at the rezoning.
Commissioner Streit also clarified if there was the ability to extend to the northeast.
Community Development Director, Andy Kass, advised that the area in question was a timbered area
with a difficult topography to utilize for building space. Additionally, the current project is very close
to maximum density so the desire from the applicant is to not utilize that space for building. There is a
potential to use the area straight north of the development if it was purchased and if the addition fell
within the allotted density requirements.
Commissioner Koshy questioned if there were any concerns from staff regarding traffic, it had
been a topic discussed at the time of rezoning. Mr. Kass advised that staff was not concerned with
traffic or drivers utilizing the development as a cut through between Ashworth Road and SE LA Grant
Parkway.
Commissioner Tessau moved to approve the preliminary plat for Launch Townhomes at
Kettlestone subject to any remaining staff comments and review of the legal documents.
Commissioner Hoifeldt seconded the motion. Ayes: Koelker, Hoifeldt, Streit, Tessau and Koshy.
Nays: none. Motion Carried.
Commissioner Tessau moved to approve the final plat for Launch Townhomes at Kettlestone
subject to any remaining staff comments and review of the legal documents. Commissioner Hoifeldt
seconded the motion. Ayes: Koelker, Hoifeldt, Streit, Tessau and Koshy. Nays: none. Motion Carried.
Commissioner Tessau moved to approve the site plan for Launch Townhomes at Kettlestone
subject to any remaining staff comments and review of the legal documents. Commissioner Hoifeldt
seconded the motion. Ayes: Koelker, Hoifeldt, Streit, Tessau and Koshy. Nays: none. Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat, final plat
and site plan for Launch Townhomes at Kettlestone subject to remaining staff
comments.
RECOMMENDATION: Approve the resolutions.

conformance with section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 16th day of January, 2023 that the Preliminary Plat for Launch Townhomes at Kettlestone
be approved subject to remaining staff comments.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, 31495 Ashworth Road, LLC, has requested final plat approval of Launch Townhomes at
Kettlestone (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 8, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Launch Townhomes at Kettlestone and the documents relating thereto
will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
16th day of January, 2023, that the Final Plat for Launch Townhomes at Kettlestone be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements

BACKGROUND
The subject property was rezoned in the Summer of 2022 from A-1 Agricultural to K-MF Stacked Medium to
allow for townhome development.
PROJECT DESCRIPTION
The project includes a total of nine (9) townhome buildings with a total of 92 townhome units. Each unit will
be its own lot.
The buildings range between four to sixteen units per building. Each unit varies between approximately 700-
square feet and 1,160-square feet in size. Each building footprint varies between 2,335 square feet to 6,144
square feet.
The final plat identifies the single townhome lot as well as an outlot for all of the common areas, including the
private streets, open space, and detention basins. The outlot will be owned and maintained by the
homeowner’s association.
One monument sign is proposed at the west entrance to the site.

ACCESS AND PARKING
Two accesses are provided to this – one from SE LA Grant Parkway and one from SE Ashworth Road. All
streets interior to the site will be privately owned and maintained by the association.

A total of 203 parking spaces are required for this project (1 space per 5 units for visitor parking, plus 2
spaces per unit) and a total of 264 spaces are provided.
SIDEWALKS/TRAILS
A five-foot-wide side will be installed along the east side of SE L.A. Grant Parkway. In the future a ten-foot-
wide trail will be installed along the north side of SE Ashworth Road. Five-foot wide, private sidewalks are
shown throughout the development in order to provide internal pedestrian access.
UTILITIES
This site will be serviced with all public utilities. Sanitary sewer and water services will be brought into the site
from 10th Street. All utilities within the site will be privately owned and maintained.
Storm water will be accommodated with a detention basin located on the northwest side of the site. This will
be owned and maintained by the association.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 60.5%. Plantings are being provided throughout the site in compliance with the Landscape & Open
Space Ordinance and the Kettlestone Design Guidelines.
ELEVATIONS
The elevations of the buildings are proposed to be constructed of Fiber Cement Lap Siding, Fiber Cement
Smooth Panel and Cultured Stone. All buildings are two or three-story and each unit includes a either a one-
car or two-car garage. There are several color palettes proposed in different shades of white, gray and black.
Elevations of the proposed buildings have been provided for review along with the proposed color schemes.
LIGHTING PLAN
A photometric plan was provided, and staff is working with the applicant to address the remaining minor
comments.
COMPREHENSIVE PLAN
The Comprehensive Plan classifies the subject property as Medium Density Residential. The Medium Density
Residential classification provides for a variety of attached side-by-side townhome and row home products.
The Plan states that neighborhoods should include a variety of housing options that accommodate a range of
needs, price points and life stages of residents.
STAFF RECOMMENDATION
The proposed preliminary plat, final plat and site plan are in general conformance with the Zoning Ordinance,
Subdivision Ordinance, Site Plan Ordinance and Comprehensive Plan. Staff recommends approval subject to
remaining staff comments and review of the legal documents.
