(MEC) proposes to relocate their overhead electrical facilities to underground facilities along N Warrior Lane to accommodate the Douglas Parkway and N Warrior Lane Traffic Signal Improvements project currently underway. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: MEC’s relocation expense is estimated to be $74,867.53. Staff have indicated to MEC staff the City’s intent to utilize the local government compliance clause to compel MEC to recover the actual costs for this relocation effort from their customers within the corporate boundaries of Waukee. MEC will assign a monthly per kilowatt-hour (kWh) fee applied to their customer’s electric utility bill for a one-year duration. The estimated fee is $0.00037/kWh. For the average residential customer, the monthly fee is estimated to be $0.31/month and for the average commercial customer, this fee is estimated to be $2.15/month. Warrior Lane and Douglas Parkway in Waukee, IA. WMIS: 2966124 Dear City of Waukee: The enclosed drawing shows MidAmerican Energy Company’s proposal to convert the existing three-phase overhead to underground and add a source for a new traffic signal cabinet at the intersection of N. Warrior Ln. and Douglas Pkwy. in Waukee, IA. The applicant charge for this work is $74,867.53 and the credit for a similarly situated cabinet located at 15 E. Hickman Rd. in Waukee for $2,047.15 has been deducted from the total cost of construction. This proposal is valid for 90 days and if MidAmerican Energy Company construction has not commenced within 12 months it may be voided. It is MidAmerican Energy Company’s responsibility to see that the various utility companies’ facilities are located before our construction. This includes electric, natural gas, telephone, cable television, and generally water. It is the owner’s responsibility to see that any privately owned systems such as water systems, irrigation systems, drain pipes, septic lines and underground wiring are located before MidAmerican Energy Company’s construction. MidAmerican Energy Company assumes no liability for private facilities that are not located. It will be the responsibility of the City to provide the necessary staking of ROW and the signal footing locations to help avoid installation within conflict of the traffic signals and equipment. If this proposal is satisfactory please sign and return one (1) copy to me. MidAmerican Energy Company will release the work upon receipt of the signed proposal and site readiness.
