Agreement for Professional Consulting Services with Veenstra & Kimm, Inc.
[Northeast Outfall Sewer]
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: Amendment 1 is to have V&K staff complete the required
resident review for this project. Considering the magnitude of the project scope and duration
(approximately a two-year construction period), City staff didn’t think it was viable and an efficient
use of City staff’s time to dedicate one of our full time engineering technicians to this one project.
Amendment 1 is for $350,000, increasing the total contract amount from $929,000 to $1,279,000. The
total project cost is $12.948M making their fee approximately 10%, which is within industry standard
for similar services.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Amendment 1 increases the
contract amount by $350,000.00. The revised contract amount including amendment 1 will be
$1,279,000.00.

APPROVING AMENDMENT NO. 1 TO AGREEMENT FOR PROFESSIONAL
CONSULTING SERVICES WITH VEENSTRA & KIMM, INC.
[NORTHEAST OUTFALL SEWER]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, on October 18, 2021 the City retained the services of Veenstra & Kimm, Inc. for
the Northeast Outfall Sewer Project (RES 2021-455); AND,
WHEREAS, the scope of services is amended to include construction observation services for
the project amending the contract fee to $1,279,000.00; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that
Amendment No. 1 to the Agreement for Professional Consulting Services between Veenstra &
Kimm, Inc. and the City of Waukee, Iowa [Northeast Outfall Sewer] is hereby approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 6th day of February,
2023.

AMENDMENT TO AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES
This letter is to present Veenstra & Kimm, Inc.'s amended agreement to provide engineering
services for the Northeast Outfall Sewer project. This amendment presents scope of services,
fees, and conditions for resident review services.
The Engineers shall provide resident review during construction including, but not limited to,
the following:
a. Provide resident review services understood to include the detailed observation
and review of work of the Contractors and materials to assure compliance with the
plans and specifications.
b. The Engineers shall provide resident review services by assigning resident
engineers and/or engineering technicians to the Project for such periods
reasonably required to ensure proper review of the construction work. On-site
review shall take place on a full-time basis during the construction work on the
Project.
The original agreement included a fee of $929,000.00 for design, construction services, and
staking. This amendment proposes the following fees:
Resident Review: $350,000.00
The amended contract fee is $1,279,000.00.
This letter may be made an amendment to the original agreement upon your acceptance by
affixing the proper signature and date in the spaces below and returning one copy to our office.
