SYNOPSIS INCLUDING PRO & CON: Prairie Village of Iowa, LLC, requests approval of a final
plat for 5.68-acres of property located west of Gray Avenue and north of
University Avenue. The plat includes a total of 10 lots for single-family
residential development. All lots meet or exceed the minimum requirements
of the R-2 zoning district. Extensions of streets and utilities have been
completed by the developer.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on November 8, 2022, and recommended approval subject to remaining
staff comments, review of the legal documents and completion of public improvements.
Approval of a Final Plat for Prairie Village Plat 2
City Planner, Bill Mettee, introduced the request for approval of a final plat for a
single-family residential subdivision as submitted by the applicant, Prairie Village of Iowa,
LLC. The property is an extension of Gray avenue to the west and north of University
Avenue, containing Approximately 5.68 Acres.
Mr. Mettee advised that the plat includes a total of 10 lots that meet or exceed the R-2
zoning district minimum requirements. Plat improvements include extensions of 10th Street
and Gray Avenue, as well as five-foot-wide sidewalks that will be installed as each lot
develops. Public utilities will serve the development and a 10-foot-wide trail is planned on the
west side of 10th street. Parkland dedication is satisfied through other phases of the Prairie
Village Development, and stormwater detention will be managed within a detention easement
at the rear of lots 1-4. Landscape buffer easements are indicated along lots 1 & 8.
Staff recommends approval of the final plat for Prairie Village Plat 2 subject to
remaining staff comments, completion of public improvements and review of the legal
documents.
Commissioner Koshy moved to approve the final plat for Prairie Village Plat 2 subject
to remaining staff comments, completion of public improvements, and review of the legal

documents. The motion was seconded by commissioner Hoifeldt. Ayes: Koelker, Hoifeldt,
Streit, Tessau and Koshy. Nays: none. Motion Carried.

APPROVING THE FINAL PLAT FOR PRAIRIE VILLAGE PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Prairie Village of Iowa, LLC, has requested final plat approval of Prairie Village Plat 2
(the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 8, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Prairie Village Plat 2 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
6th day of February, 2023, that the Final Plat for Prairie Village Plat 2 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1.Warranty Deed (Street Lots A & B);
2.Public Utility Easement;
3.Public Storm Sewer Easement;
4.Public Sanitary Sewer Easement;
5.Public Storm Water Detention Easement;
6.Public Overland Flowage Easement; and
7.Public Landscape Buffer Easement

HISTORY
The subject property was rezoned in the Summer of 2021 and a preliminary plat was approved in January 2022 for the
Prairie Village Plat 2.
PROJECT DESCRIPTION
LOTS
The final plat identifies a total of 10 lots that are intended for single family residential development. All lots are zoned R-
2 and comply with the minimum requirements of the R-2 zoning district. Table 1 below summarizes the requirements of
the R-2 district.

STREETS AND TRAIL
The plat improvements include an extension of 10th Street and Gray Avenue.
A 10-foot trail is planned as part of this portion of the development. It is located on the west side of 10th Street.
Five-foot-wide sidewalks will be installed along the east side of 10th Street and Gray Avenue as lots are developed.
UTILITIES
Utilities will be extended to service the proposed plat as part of future public improvements. Sanitary Sewer, Storm,
Water and Gas will be provided via existing lines coming from the east in Clayton Estates. Stormwater detention will be
provided on-site within each of the ten lots. There is a proposed 70-foot detention easement at the rear of Lots 1-4
PARKLAND DEDICATION
Parkland dedication requirements will apply to the project because of its residential nature. A total of 0.16-acres of
parkland is required. This parkland dedication will be satisfied through other phases of the Prairie Village development.
EASEMENTS
All proposed easements have been indicated on the preliminary plat. Landscape buffer easements have been indicated
along Lots 1 & 8 on the east side of 10th Street.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat is in general
conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the
Comprehensive Plan. Staff recommends approval of the preliminary plat subject to remaining staff comments and review
of the legal documents.
