STAFF REVIEW AND COMMENT: Per State Code 384.15A cities are required to hold a
maximum property tax hearing, if the proposed budget property tax
revenues will exceed 102% of the current year collections. Since
Waukee’s FY24 budget is proposed to exceed 102%, the Council must
approve the resolution by 2/3 majority (4 out of 5). Once the resolution
is adopted, the City will be required to post on the City’s website within
10 days of approval.
RECOMMENDATION: Hold the Public Hearing.

Explanation of significant increases in the budget:
This publication shows the MAXIMUM regular tax levy available to the City of $10.18 plus Debt Service Levy. The proposed FY24 budget presented to the City Council
on Jan 30th recommends MAINTAINING the current levy of $9.78 plus $3.32 Debt Service for a total levy of $13.10 per $1,000. Increased revenues are necessary to
cover annual wage & benefit rollups, staff additions, capital equipment and facility maintenance & repairs. Potential loss of revenue due to the State miscalculation of
residential rollback prevents a tax reduction for FY24.

*Total city tax rate will also include voted general fund levy, debt service levy, and capital improvement reserve levy.
**Budget year effective property tax rate is the rate that would be assessed for these levies if the dollars requested is not changed in the coming budget year
