AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, final
plat, and site plan for Converge NW Phase 2
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat, and site plan for a 14-acre multi-family development located west
of NW 6th Street and south of NW Sunrise Drive.
The project involves the construction of four (4) apartment buildings with 60
units per building, four (4) townhome buildings with four (4) units per
building, a clubhouse with a pool, and seven (7) detached garages. All units
will be rental units.
One (1) lot is proposed to be platted. Lot 1 is shown to be 14.33-acres in area.
A minimum of 20% is required to be open space and the applicant is
providing 52% open space. A landscape buffer will be installed along the east
and south sides of the project.
Elevations of the proposed buildings comply with the Site Plan Ordinance
requirements. Materials include fiber cement siding, asphalt shingles, brick
and stone.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, site plan and final plat request at their
meeting on January 24, 2023 and recommended approval:

Approval of a Site Plan for Converge NW Phase 2 (250 NW 6th Street)
Community Development Director, Andy Kass, introduced the request for approval of a preliminary
plat, final plat, and site plan for a multi-family residential development as submitted by the applicant,
Hubbell Development Services. The property is generally located south of NW Sunrise Drive and ease
of NW 10th Street, containing approximately 14 acres.
Mr. Kass advised that the project involves the construction of 4 apartment buildings, 7 separate garage
buildings, 4 townhome buildings, and 1 clubhouse. The apartment buildings will house approximately
60 units per building, ranging in size from 673 square feet to 1,383 square feet. The townhome
buildings will comprise of 4 units each varying between single and two-story heights and range in size
from 1,730 square feet to 2,028 square feet. The clubhouse is proposed to be 3.154 square feet in area

and will feature a communal space and pool for use by complex residents. Trash enclosures are shown
for the apartment complex, townhomes will have individual trash service for each unit.
Mr. Kass explained that access to the property is provided from NW 6th Street and NW Converge
Drive. All streets and access drives internal to the site will be privately owned and maintained.
Utilities will be extended to the site as part of plat improvements and stormwater management will be
provided in a retention basin on the north side of phase 1 of the development currently under
construction. All parking, landscaping, open space, and elevation requirements have been met at this
time.
Staff recommends approval of the preliminary plat, final plat, and site plan for Converge NW Phase 2
subject to remaining staff comments and review of the legal documents.
Commissioner Koshy questioned if the lack of extra parking would pose an issue for situations
such as snow removal or storage. Matt Weller, a representative of the applicant, advised that
he is confidant that management will be able to find a place to store snow on-site or remove as
needed. He pulled experience from downtown developments that consistently manage snow
storage and removal with small parking footprints.
Commissioner Hoifeldt moved to approve the preliminary plat for Converge NW phase 2 subject to
remaining staff comments and review of the legal documents. The motion was seconded by
Commissioner Tessau. Ayes: Koelker, Hoifeldt, Streit, Koshy, and Tessau. Nays: none. Motion
Carried.
Commissioner Hoifeldt moved to approve the final plat for Converge NW plat 2 subject to remaining
staff comments and review of the legal documents. The motion was seconded by Commissioner
Tessau. Ayes: Koelker, Hoifeldt, Streit, Koshy, and Tessau. Nays: none. Motion Carried.

staff comments and review of the legal documents. The motion was seconded by Commissioner

STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat, final plat
and site plan for Converge NW Phase 2 subject to remaining staff comments.
RECOMMENDATION: Approve the resolutions.

approval of a Preliminary Plat for Converge NW Phase 2 on January 24, 2023; AND,
WHEREAS, the Preliminary Plat for Converge NW Phase 2 is in general conformance with
section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 6th day of March, 2023 that the Preliminary Plat for Converge NW Phase 2 be approved
subject to remaining staff comments.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, HRC NW Waukee, LLC, has requested final plat approval of Converge NW Plat 2 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on January 24, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Converge NW Plat 2 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
6th day of March, 2023, that the Final Plat for Converge NW Plat 2 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:

HISTORY
The subject property is located south of Waukee Northwest High School and east of NW 10th Street. The
property is approximately 14-acres in area and was the subject of a rezoning in summer 2021. The lot was
originally platted as Outlot X of Waukee Crossing Plat 2.
PROJECT DESCRIPTION
The project involves the construction of four (4) apartment buildings, four (4) townhome buildings, and one
(1) clubhouse. The apartment buildings are proposed to be three stories in height and will contain 60 units per
building. Apartment unit square footages will range from 673 square feet to 1,383 square feet. Seven (7)
separate garage buildings are shown on the site plan that will be available to the apartment residents. The
townhome buildings will be a mix of single and two-story units and will have four (4) units per building. Square
footages of the units will range from 1,730 square feet to 2,028 square feet. All townhome units will feature a
two-car garage. All apartment and townhome units are intended to be rental units. The clubhouse shown on
the site plan is 3,154 square feet in area and will feature a communal space and a pool for the use by the
complex residents. All proposed buildings comply with the bulk regulations of the R-3 zoning district. Trash
service for the apartments will be provided by two separate trash enclosures located on the site. Trash
service to the townhome units will be provided by individual receptacles for each unit.

ACCESS AND PARKING
Access to the property is provided from NW 6th Street. NW Converge Drive will provide access to the
townhome units. All streets and access drives internal to the site will be privately owned and maintained.
Sidewalks will be provided throughout the site. In addition, sidewalks will be installed along NW Sunrise Drive
and NW 6th Street.
A total of 432 parking spaces are required for the site and the plan identifies 432 parking spaces.

UTILITIES
Utilities will be extended to the site by the developer who is in the process of making the plat improvements.
Stormwater management will be provided in a retention basin on the north side of Converge Phase 1 to the
north.
LANDSCAPING & OPEN SPACE
The R-3 zoning district requires 20% open space. The site plan shows that 52.2% open space is being provided
on the site. Landscape buffers are required on the east and south sides of the site.
PARKLAND DEDICATION
A total of 2.96-acres of parkland dedication is required. The applicant has proposed to satisfy this requirement
with a fee in lieu of land dedication.
ELEVATIONS
Elevations of the available units and clubhouse have been provided by the applicant. Proposed materials include
hardboard siding, vinyl siding, asphalt shingles, and brick or stone.
LOTS
One lot is shown on the preliminary plat and final plat. Lot 1 is 14.33-acres in area. Lot 1 complies will all
requirements of the R-3 zoning district.
STAFF RECOMMENDATION
The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan
Ordinance, and Comprehensive Plan. Staff recommends approval of the preliminary plat, final plat, and site
plan subject to remaining staff comments and review of the legal documents.
