AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Waukee
High School Baseball & Softball (975 S Warrior Lane)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The Waukee Community School District requests approval
of a site plan to authorize the improvements proposed to the existing Waukee High School baseball
and softball fields. The improvements include removal of two existing buildings to the north of the
fields and constructing a new concession/batting facility building in their place. The size of the
proposed building is 7,500 square feet in area. The project also includes the construction of a small
storage building at the east side of the site that measures 642 square feet in area. Other improvements
include resurfacing the fields with turf, replacing portions of sidewalks, constructing ADA parking
stalls, and replacing portions of fencing.
The elevations of the buildings are proposed to be constructed mainly of brick and metal wall panel.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the February 28, 2023, Commission Meeting and recommended
approval subject to remaining staff comments:
Approval of a Site Plan for Waukee High School Baseball and Softball (975 S Warrior Lane)
Community Development Director, Andy Kass, introduced the request for approval of a site
plan related to improvements to the existing Waukee High School Baseball & Softball Stadium as
submitted by the applicant, Waukee Community School District. The subject property is generally
located north of Park Road and east of Warrior Lane, containing approximately 8.32 acres.
Mr. Kass advised that the project would include the removal of the two buildings to the north
of the fields and constructing a new concession/batting facility approximately 7,500 square feet in size
which will be served with public utilities. A storage shed approximately 642 square feet in size is
proposed on the east side of the site. Other improvements include resurfacing the fields with turf,
sidewalk replacement, ADA parking stall additions, and updating portions of the fencing.
Staff recommends approval subject to any remaining staff comments.
• Commissioner Tessau questioned if the fence will be replaced at the same height. Mr. Kass
advised that the updates would replace the current 6 foot fence with an 8 foot fence along
Warrior Lane similar to Triumph Park.
• Commissioner Broderick questioned if there were any concerns with the visibility in the event
Warrior Lane is widened. Mr. Kass advised that the fencing portions do not interfere with the
vision triangle at the corner or entry points even in the event of widening the road.

Commissioner Tessau moved to approve the site plan for Waukee High School baseball and
Softball (975 S Warrior Lane), subject to any remaining comments. The motion was seconded by
Commissioner Beenken. Ayes: Koelker, Beenken, Broderick, Tessau, and Lohse. Nays: none. Motion
Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Waukee High School Baseball & Softball, subject to remaining staff comments
on February 28, 2023; AND,
WHEREAS, the Site Plan for Waukee High School Baseball & Softball is in general
conformance with §160 – Site and Building Development Standards Ordinance of the Waukee
Municipal Code; AND,
WHEREAS, the Site Plan for Waukee High School Baseball & Softball is in general
conformance with §161 – Landscaping and Open Space Ordinance of the Waukee Municipal
Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 6th day of March, 2023 that the Site Plan for Waukee High School Baseball & Softball is
approved subject to remaining staff comments.

HISTORY
The Waukee Community School District owns the property. The school district is asking for site plan
approval to make several improvements to their existing baseball and softball fields.
PROJECT DESCRIPTION
The project includes improvements to the existing baseball and softball fields, including removal of the two
buildings to the north of the fields and constructing a new concession/batting facility building along the north
side of the site that is about 7,500 sq ft in area. The project also includes the construction of a 642 sq ft
storage building at the east side of the site. Other improvements include resurfacing the fields with turf,
replacing portions of sidewalks, constructing ADA parking stalls, and replacing portions of fencing.
ACCESS AND PARKING
There are no proposed changes to access.
The site plan includes the addition of 5 ADA parking stalls. All other parking will remain the same.
UTILITIES
All public utilities are provided to the site. Utilities will be brought in to serve the new concession building.
ELEVATIONS
Elevations of the proposed buildings will be constructed of brick and metal wall panel.
STAFF RECOMMENDATION
The proposed site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan. Staff
recommends approval subject to remaining staff comments.

3.CONTRACTOR SHALL USE O-RING GASKET JOINTS FOR STORM SEWER AND SANITARY SEWER AT CROSSINGS WITH WATER WHERE STORM OR SANITARY SEWER CROSSES
OVER OR LESS THAN 18 INCHES BELOW WATER. O-RING GASKET JOINTS SHALL BE EXTENDED UNTIL WATER AND SEWER ARE AT LEAST 10 FEET APART. ALL O-RING

4.FOR ALL CRITICAL CROSSINGS WITH EXISTING UTILITIES, THE ELEVATION OF THE EXISTING UTILITY SHALL BE FIELD VERIFIED PRIOR TO CONSTRUCTION. NOTIFY BISHOP

GENERAL NOTES:
1.ALL WORK SHALL BE DONE IN ACCORDANCE WITH 2020 WAUKEE STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS AND SUDAS 2023 STANDARD SPECIFICATIONS.

PLANNED WORK TO SCHEDULE A PRE-CONSTRUCTION MEETING.
2.IN EVENT OF A DISCREPANCY BETWEEN THE QUANTITY ESTIMATES AND THE DETAILED PLANS, THE DETAILED PLANS SHALL GOVERN.
3.THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE LOCATION OF ALL UTILITIES. ANY DAMAGE TO SAID UTILITIES SHALL BE REPAIRED AT THE CONTRACTORS EXPENSE.

5.ALL NECESSARY CONSTRUCTION SIGNS, BARRICADES AND OTHER TRAFFIC CONTROL DEVICES REQUIRED DURING CONSTRUCTION WILL BE FURNISHED BY THE
CONTRACTOR. SIGNS, BARRICADES AND OTHER TRAFFIC CONTROL DEVICES MUST BE IN CONFORMANCE WITH THE "MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES
FOR STREETS AND HIGHWAYS" AND CITY OF WAUKEE REQUIREMENTS.
6.BISHOP ENGINEERING SHALL NOT BE LIABLE FOR ANY INJURIES THAT HAPPEN ON SITE. THIS SHALL INCLUDE BUT NOT BE LIMITED TO TRENCH COLLAPSES FROM
VARYING SOIL CONDITIONS OR INJURIES CAUSED BY UNDERGROUND UTILITIES INCLUDING UTILITIES THAT ARE NOT SHOWN ON PLAN.
7.THE CONTRACTOR IS LIABLE FOR ALL DAMAGES TO PUBLIC OR PRIVATE PROPERTY CAUSED BY THEIR ACTION OR INACTION IN PROVIDING FOR STORM WATER FLOW

8.THE CONTRACTOR SHALL SUBMIT TO THE ENGINEER A SCHEDULE FOR PERFORMANCE OF WORK ITEMS. THIS SCHEDULE SHALL BE PROVIDED BY THE CONTRACTOR AT

9.LABORATORY TESTS SHALL BE PERFORMED BY THE OWNER UNLESS OTHERWISE NOTED. THE CONTRACTOR SHALL PROVIDE SAMPLES OF MATERIAL REQUIRED FOR
LABORATORY TESTS AND TESTING IN ACCORDANCE WITH THE URBAN STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS.
10.THE CONTRACTOR SHALL PROTECT ALL STRUCTURES NOT SHOWN AS REMOVALS ON THE PLANS.
11.THE CONTRACTOR SHALL OBTAIN ANY AND ALL NECESSARY PERMITS PRIOR TO ANY CONSTRUCTION. CONTRACTOR SHALL WORK WITH OWNER OR OWNERS
REPRESENTATIVE ON ALL REQUIRED STORM WATER DISCHARGE PERMITS FROM THE IOWA DEPARTMENT OF NATURAL RESOURCES AND THE CITY OF WAUKEE.
12.GRADING AND EROSION CONTROL SHALL BE DONE IN ACCORDANCE WITH THE APPROVED GRADING PLAN, SWPPP, NPDES DOCUMENTS, AND IOWA DEPARTMENT OF
NATURAL RESOURCES REQUIREMENTS.
13.THE CONTRACTOR SHALL PICK UP ANY DEBRIS SPILLED ONTO THE ADJACENT RIGHT OF WAY OR ABUTTING PROPERTIES AS THE RESULT OF CONSTRUCTION, AT THE
END OF EACH WORK DAY AND PRIOR TO A RAIN EVENT.
14.THE CONTRACTOR IS RESPONSIBLE FOR THE PROMPT REMOVAL OF ALL MUD THAT HAS BEEN TRACKED OR WASHED UNTO ADJACENT PROPERTY OR RIGHT OF WAY
UNTIL SUCH TIME THAT PERMANENT VEGETATION HAS BEEN ESTABLISHED.
15.DISPOSE OF ALL EXCESS MATERIALS AND TRASH IN ACCORDANCE WITH FEDERAL, STATE, AND LOCAL REQUIREMENTS. PROVIDE WASTE AREAS OR DISPOSAL SITES
FOR EXCESS MATERIALS NOT DESIRABLE FOR INCORPORATION INTO THE PROJECT.
16.ANY PROPOSED CHANGES TO THE APPROVED PLAN SET DURING CONSTRUCTION MUST RECEIVE WRITTEN APPROVAL FROM THE CITY OF WAUKEE COMMUNITY
DEVELOPMENT DEPARTMENT AND DESIGN ENGINEER. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY CHANGES MADE DURING CONSTRUCTION THAT HAVE NOT

14.THE FOLLOWING DISCHARGES ARE PROHIBITED: WASTEWATER FROM WASHOUT AND CLEANOUT
OF STUCCO, PAINT, FORM RELEASE OIL, CURING COMPOUNDS AND OTHER CONSTRUCTION
MATERIALS, FUEL, OILS OR OTHER POLLUTANTS USED IN VEHICLE AND EQUIPMENT OPERATION
AND MAINTENANCE, AND SOAPS OR SOLVENTS USED IN VEHICLE AND EQUIPMENT WASHING.
15.CONTACTOR SHALL BE RESPONSIBLE FOR SUBMITTING THE NOTICE OF DISCONTINUATION TO
THE DNR AFTER FINAL STABILIZATION AND THE CITY HAS AGGREED THAT PERMIT CAN BE
DISCONTINUED.
