SYNOPSIS INCLUDING PRO & CON: The Waukee Community School District requests approval
of a site plan to authorize the improvements proposed to the existing Vince Meyer Learning Center
north parking lot. The improvements include the removal of the existing garden area to the north of the
building, removal of the existing driveway at the northwest corner of the site, and the addition of new
drive aisles for dropping off and picking up students. In addition, due to the new layout of the drive
aisles, some of the parking stalls will be reconfigured.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the March 14, 2023, Commission Meeting and recommended approval
subject to remaining staff comments:
Approval of a Site Plan for Vince Meyer Learning Center North Parking Lot Improvements
(430 Ashworth Drive)
Planning Coordinator, Melissa DeBoer, introduced the request for approval of a site plan for parking
lot improvements as submitted by the applicant, Waukee Community School District. The subject
property is generally located south of Ashworth drive and west of 4th Street, containing approximately
7.80 acres.
Mrs. DeBoer explained that the current pick up/ drop off traffic for the school has been backing up into
the neighboring residential area causing the school to update their parking area. The project wo uld
include the removal of the existing garden area, 3 parking spaces, and one of the driveways at the
northwest of the site to make room for two separate queueing areas that should manage the traffic flow
more efficiently.
At this time staff recommends approval subject to any remaining staff comments.
• Commissioner Streit verified that it was the queuing and not the parking that was an issue.
Mrs. DeBoer advised that was correct. Joel Jackson, a representative for the applicant, advised
that the students will be divided to one of the two zones which avoids confusion, or one drop
off having more users than the other. The access the exits onto 4th street is a one way to the
south only to avoid further impacts on the surrounding neighborhood.

Commissioner Broderick moved to approve the site plan for Vince Meyer Learning Center North
Parking Lot Improvements subject to any remaining staff comments. Commissioner Beenken
seconded the motion. Ayes: Koelker, Beenken, Broderick, Streit. Nays: none. Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR VINCE MEYER LEARNING CENTER NORTH
PARKING LOT IMPROVEMENTS (430 ASHWORTH DRIVE)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Vince Meyer Learning Center North Parking Lot Improvements, subject to
remaining staff comments on March 14, 2023; AND,
WHEREAS, the Site Plan for Vince Meyer Learning Center North Parking Lot Improvements is
in general conformance with §160 – Site and Building Development Standards Ordinance of the
Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Vince Meyer Learning Center North Parking Lot Improvements is
in general conformance with §161 – Landscaping and Open Space Ordinance of the Waukee
Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 20th day of March, 2023 that the Site Plan for Vince Meyer Learning Center North Parking
Lot Improvements is approved subject to remaining staff comments.

HISTORY
The Waukee Community School District owns the property. The building is being used for preschool
education for the entire Waukee Community School District along with several other uses. The school
district and City staff have been working together to come up with a solution for dropping off and picking up
of preschool students that creates less backup of traffic onto the surrounding public streets. The site plan
proposed reflects the outcome of the collaboration between the school district and City staff.
PROJECT DESCRIPTION
The project includes improvements to the existing north parking lot. The improvements include the removal
of the existing garden area to the north of the building, removal of the existing driveway at the northwest
corner of the site, and the addition of new drive aisles for dropping off and picking up students. In addition,
due to the new layout of the drive aisles, some of the parking stalls will be reconfigured.
ACCESS AND PARKING
The existing access at the northwest corner of the site will be removed. A new drive to exit the site will be
added along 4th Street.
A total of three parking spaces will need to be eliminated with the new layout, but the site plan will still have
well over the amount of parking required.
UTILITIES
All public utilities are provided to the site.
STAFF RECOMMENDATION
The proposed site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan. Staff
recommends approval subject to remaining staff comments.

3.CONTRACTOR SHALL USE O-RING GASKET JOINTS FOR STORM SEWER AND SANITARY SEWER AT CROSSINGS WITH WATER WHERE STORM OR SANITARY SEWER CROSSES
OVER OR LESS THAN 18 INCHES BELOW WATER. O-RING GASKET JOINTS SHALL BE EXTENDED UNTIL WATER AND SEWER ARE AT LEAST 10 FEET APART. ALL O-RING
GASKET JOINTS SHALL BE CONSIDERED INCIDENTAL TO BID. IF N-12 PIPE IS USED FOR STORM SEWER, CONTRACTOR SHALL USE WATER-TIGHT N-12 PIPE, CENTERED ON

4.FOR ALL CRITICAL CROSSINGS WITH EXISTING UTILITIES, THE ELEVATION OF THE EXISTING UTILITY SHALL BE FIELD VERIFIED PRIOR TO CONSTRUCTION. NOTIFY BISHOP
ENGINEERING PRIOR TO CONSTRUCTION IF A CONFLICT EXISTS.
GENERAL NOTES:
1.ALL WORK SHALL BE DONE IN ACCORDANCE WITH 2023 WAUKEE STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS AND SUDAS 2023 STANDARD SPECIFICATIONS.
THE CITY OF WAUKEE COMMUNITY DEVELOPMENT DEPARTMENT MUST BE NOTIFIED BY ALL CONTRACTORS 48 HOURS PRIOR TO COMMENCING WORK AND PRIOR TO
ANY WEEKEND OR HOLIDAY WORK. CONTRACTOR SHALL BE RESPONSIBLE FOR CONTACTING WAUKEE COMMUNITY DEVELOPMENT DEPARTMENT 1 WEEK PRIOR TO ANY
PLANNED WORK TO SCHEDULE A PRE-CONSTRUCTION MEETING.
2.IN EVENT OF A DISCREPANCY BETWEEN THE QUANTITY ESTIMATES AND THE DETAILED PLANS, THE DETAILED PLANS SHALL GOVERN.
3.THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE LOCATION OF ALL UTILITIES. ANY DAMAGE TO SAID UTILITIES SHALL BE REPAIRED AT THE CONTRACTORS EXPENSE.
4.ALL WORK SHALL BE DONE IN ACCORDANCE WITH THE CURRENT O.S.H.A. CODES AND STANDARDS. NOTHING INDICATED ON THESE PLANS SHALL RELIEVE THE
CONTRACTOR FROM COMPLYING WITH THE APPROPRIATE SAFETY REGULATIONS.
5.ALL NECESSARY CONSTRUCTION SIGNS, BARRICADES AND OTHER TRAFFIC CONTROL DEVICES REQUIRED DURING CONSTRUCTION WILL BE FURNISHED BY THE
CONTRACTOR. SIGNS, BARRICADES AND OTHER TRAFFIC CONTROL DEVICES MUST BE IN CONFORMANCE WITH THE "MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES
FOR STREETS AND HIGHWAYS" AND CITY OF WAUKEE REQUIREMENTS.
6.BISHOP ENGINEERING SHALL NOT BE LIABLE FOR ANY INJURIES THAT HAPPEN ON SITE. THIS SHALL INCLUDE BUT NOT BE LIMITED TO TRENCH COLLAPSES FROM
VARYING SOIL CONDITIONS OR INJURIES CAUSED BY UNDERGROUND UTILITIES INCLUDING UTILITIES THAT ARE NOT SHOWN ON PLAN.
7.THE CONTRACTOR IS LIABLE FOR ALL DAMAGES TO PUBLIC OR PRIVATE PROPERTY CAUSED BY THEIR ACTION OR INACTION IN PROVIDING FOR STORM WATER FLOW
DURING CONSTRUCTION. DO NOT RESTRICT FLOWS IN EXISTING DRAINAGE CHANNELS, STORM SEWER, OR FACILITIES.
8.THE CONTRACTOR SHALL SUBMIT TO THE ENGINEER A SCHEDULE FOR PERFORMANCE OF WORK ITEMS. THIS SCHEDULE SHALL BE PROVIDED BY THE CONTRACTOR AT
THE PROJECT PRECONSTRUCTION CONFERENCE. NO WORK SHALL BEGIN UNTIL A SCHEDULE HAS BEEN SUBMITTED AND ACCEPTED. THE CONTRACTOR SHALL THEN
PERFORM WORK TO CONFORM TO THE ACCEPTED SCHEDULE.
9.LABORATORY TESTS SHALL BE PERFORMED BY THE OWNER UNLESS OTHERWISE NOTED. THE CONTRACTOR SHALL PROVIDE SAMPLES OF MATERIAL REQUIRED FOR
LABORATORY TESTS AND TESTING IN ACCORDANCE WITH THE URBAN STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS.
10.THE CONTRACTOR SHALL PROTECT ALL STRUCTURES NOT SHOWN AS REMOVALS ON THE PLANS.
11.THE CONTRACTOR SHALL OBTAIN ANY AND ALL NECESSARY PERMITS PRIOR TO ANY CONSTRUCTION. CONTRACTOR SHALL WORK WITH OWNER OR OWNERS
REPRESENTATIVE ON ALL REQUIRED STORM WATER DISCHARGE PERMITS FROM THE IOWA DEPARTMENT OF NATURAL RESOURCES AND THE CITY OF WAUKEE.
12.GRADING AND EROSION CONTROL SHALL BE DONE IN ACCORDANCE WITH THE APPROVED GRADING PLAN, SWPPP, NPDES DOCUMENTS, AND IOWA DEPARTMENT OF
NATURAL RESOURCES REQUIREMENTS.
13.THE CONTRACTOR SHALL PICK UP ANY DEBRIS SPILLED ONTO THE ADJACENT RIGHT OF WAY OR ABUTTING PROPERTIES AS THE RESULT OF CONSTRUCTION, AT THE
END OF EACH WORK DAY AND PRIOR TO A RAIN EVENT.
14.THE CONTRACTOR IS RESPONSIBLE FOR THE PROMPT REMOVAL OF ALL MUD THAT HAS BEEN TRACKED OR WASHED UNTO ADJACENT PROPERTY OR RIGHT OF WAY
UNTIL SUCH TIME THAT PERMANENT VEGETATION HAS BEEN ESTABLISHED.
15.DISPOSE OF ALL EXCESS MATERIALS AND TRASH IN ACCORDANCE WITH FEDERAL, STATE, AND LOCAL REQUIREMENTS. PROVIDE WASTE AREAS OR DISPOSAL SITES
FOR EXCESS MATERIALS NOT DESIRABLE FOR INCORPORATION INTO THE PROJECT.
16.ANY PROPOSED CHANGES TO THE APPROVED PLAN SET DURING CONSTRUCTION MUST RECEIVE WRITTEN APPROVAL FROM THE CITY OF WAUKEE COMMUNITY
DEVELOPMENT DEPARTMENT AND DESIGN ENGINEER. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY CHANGES MADE DURING CONSTRUCTION THAT HAVE NOT

7.CONTRACTOR SHALL BE RESPONSIBLE FOR SUPPLYING A CONCRETE WASHOUT IN
ACCORDANCE WITH NPDES GENERAL PERMIT NO. 2 DURING ALL CONCRETE WORK.
CONCRETE WASHOUT SHALL MEET SUDAS SPEC 11050.
8.CONTRACTOR SHALL BE RESPONSIBLE FOR SUPPLYING TEMPORARY RESTROOM
FACILITIES. SANITARY WASTE SHALL BE DISPOSED OF PER ALL FEDERAL, STATE
AND LOCAL REGULATIONS.
9.CONTRACTOR SHALL BE RESPONSIBLE FOR ENSURING ALL TOPSOIL
REQUIREMENTS OF NPDES GENERAL PERMIT NO. 2 ARE MET.
10.THIS PROJECT INCLUDES SAWCUTTING OR CONCRETE GRINDING SO PROTECTION
OF STORM SEWERS AND DRAINAGE WAYS WILL NEED TO BE PROVIDED FROM
SLURRY FROM THE CONCRETE OPERATIONS TO DISCHARGE OFFSITE. SEE SWPPP
SHEET AND NARRATIVE FOR ADDITIONAL DETAILS.
11.CONTRACTOR SHALL PROVIDE APPROPRIATE CONTROLS TO PREVENT DISCHARGES
FROM ANY AND ALL DEWATERING ACTIVITIES.
12.SEE LANDSCAPE PLAN FOR FINAL STABILIZATION INCLUDING SEEDING AND
SODDING AREAS.
13.PER NPDES GENERAL PERMIT NO. 2, IF CONSTRUCTION ACTIVITY IS NOT PLANNED
FOR AT LEAST 14 DAYS, ALL DISTURBED AREAS SHALL BE STABILIZED IMMEDIATELY
BY TEMPORARY EROSION CONTROL MEASURES.
14.THE FOLLOWING DISCHARGES ARE PROHIBITED: WASTEWATER FROM WASHOUT
AND CLEANOUT OF STUCCO, PAINT, FORM RELEASE OIL, CURING COMPOUNDS AND
OTHER CONSTRUCTION MATERIALS, FUEL, OILS OR OTHER POLLUTANTS USED IN
VEHICLE AND EQUIPMENT OPERATION AND MAINTENANCE, AND SOAPS OR
SOLVENTS USED IN VEHICLE AND EQUIPMENT WASHING
