HomeMy WebLinkAbout2023-04-03 J10 Waukee Towne Center Plat 2 Lot 2_Site PlanAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: April 3, 2023 AGENDA ITEM:Consideration of approval of a resolution approving a site plan for Lot 2, Waukee Towne Center Plat 2 (980 SE Laurel Street) FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: Waukee Towne Center, LLC requests approval of a site plan to authorize the construction of a 48,000 square foot multi-tenant retail building. The building is 29-feet in height. The main entrances to the building are along the east side. The site plan shows a total of three tenant spaces. Each tenant space includes a loading dock along the west side of the building. Trash will be collected interior to the building, with each tenant space including a compactor along the west side of the building. A monument sign/fountain feature is shown at the far east side of the site. This will be the entrance feature for the entire commercial development. Several shared accesses will be provided into this site. Pedestrian connections will be provided from SE Laurel Street and from the adjacent sites. A total of 193 parking spaces are required and they are providing 285 parking spaces. Private utilities will serve the site. Stormwater management is provided with a detention basin located along the west side of the site and a large pond to the south of the site. A 30-foot-wide landscape buffer will be provided along the west side of the site to provide a buffer for the adjacent residential properties. All landscaping requirements have been met. The elevations of the building are proposed to be constructed mainly of brick, composite cladding panels, concrete masonry unit, and glazing. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the March 28, 2023, Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Lot 2, Waukee Towne Center Plat 2 (980 SE Laurel Street) Planning Coordinator, Melissa DeBoer, introduced the request for approval of a site plan for a commercial development as submitted by the applicant, Waukee Towne Center, LLC. The subject property is generally located west of SE Alice’s Road and south of SE Laurel Street, containing approximately 5.51 acres. Mrs. DeBoer advised that the project involves the construction of a 48,000 square foot multi-tenant retail building approximately 29 feet in height. Trash will be collected interior to the building and a monument sigh/ fountain feature is shown at the far east side of the site. J10 This will act as the entrance feature for the entire commercial development. Access into the site will be provided with shared accessed for the development off of SE Laurel Street, and pedestrian connections into the site will provide access from SE laurel Street and from adjacent sites. Private utilities will be extended to serve the site and storm water is managed with a detention basin along the west side of the site as well as through a large pond to the south of the site. At this time staff recommends approval subject to remaining staff comments. Motion by Commissioner Beenken and seconded by Commissioner Tessau to approve the Site Plan for Lot 2, Waukee Towne Center plat 2 (980 SE Laurel Street) subject to any remaining staff comments. Ayes: Beenken, Tessau, Lohse, and Streit. Nays: None. Recused: Broderick. Motion Carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to remaining staff comments. ACCESS AND PARKING Access into this site will be provided with shared accesses for the entire development. Several accesses are provided into the site to the north off of SE Laurel Street and a private drive will also be constructed to the south of SE Laurel Street which will provide access into the proposed site. Pedestrian connections will be provided from SE Laurel Street and from the adjacent sites in order to provide pedestrian connections throughout the commercial development. A total of 193 parking spaces are required for the proposed site plan and they are providing 285 parking spaces. March 10, 2023 3 of 3 UTILITIES Private utilities will serve the proposed site. Utilities within the development will be privately owned and maintained. Storm water management will be provided with a detention basin located along the west side of the site and a large pond to the south of the proposed site. LANDSCAPING & OPEN SPACE Per the planned development for Waukee Towne Center, a minimum of 20% of the overall commercial development is required to be open space. The total amount of open space proposed is 38%. A 30-foot-wide landscape buffer will be provided along the west side of the site to provide a buffer for the residential properties to the west. The landscape plan meets the requirements of the Landscape and Open Space Ordinance. ELEVATIONS The elevations of the building are proposed to be constructed mainly of brick, composite cladding panels, concrete masonry unit, and glazing. STAFF RECOMMENDATION The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan Ordinance, and Comprehensive Plan.
