HomeMy WebLinkAbout2023-04-03 J11 Waukee Towne Center Plat 3_Preliminary Plat, CDs, Final PlatAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: April 3, 2023 AGENDA ITEM:Consideration of approval of resolutions approving a preliminary plat, construction drawings, and a final plat for Waukee Towne Center Plat 3 FORMAT:Resolutions SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat, construction drawings, and a final plat for a 20.98-acre commercial development located west of SE Alice’s Road and south of SE Laurel Street. The project involves the platting of eight (8) lots and one outlot for commercial development. Lots 1-7 range in size between 0.84-acres and 1.85- acres in area. Lot 8 is 12.30-acres in area. Outlot Y will be dedicated to the City of Waukee for parkland/open space and is 9.05-acres in area. Outlot Y will include a pond and public trails. The construction drawings include extensions of private utilities and private streets to serve the proposed plat. The private utilities include sanitary sewer, storm sewer and water main. The streets and utilities within the plat will be privately owned and maintained. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the preliminary plat and final plat request at their meeting on March 28, 2023 and recommended approval: Approval of a Preliminary Plat for Waukee Towne Center Plat 3 Approval of a Final Plat for Waukee Towne Center Plat 3 Planning Coordinator, Melissa DeBoer, introduced the request for approval of a preliminary plat and final plat for a commercial development as submitted by the applicant, Waukee Towne Center, LLC. The subject property is generally located west of SE Alice’s Road and south of SE Laurel Street, containing approximately 20.98 acres. Mrs. DeBoer advised that the plat identified a total of eight lots for commercial development ranging in size from 0.84 acres to 12.30 acres, as well as Outlot Y to be dedicated to the City of Waukee for parkland/open space requirements which will include a pond and public trails. Access to the lots will be provided off of both SE laurel Street and SE Alice’s Road. 10-foot-wide trails currently exists both adjacent and to the south of the site, and a 10-foot-wide trail will be installed along the perimeter of the pond with extensions to the current trails. Sidewalks will be installed internally to the site to provide pedestrian access throughout the development. Private utilities will serve the proposed plat and will be privately owned and maintained. Stormwater management will be provided with the pond located along the west side of the proposed plat. J11 Staff recommends approval of the preliminary and final plats for Waukee Towne Center plat 3 subject to remaining staff comments and review of the legal documents. Motion by Commissioner Tessau and seconded by Commissioner Beenken to approve the Preliminary Plat for Waukee Towne Center plat 3 subject to any remaining staff comments and review of the legal documents. Ayes: Beenken, Tessau, Lohse, and Streit. Nays: None. Recused: Broderick. Motion Carried. Motion by Commissioner Tessau and seconded by Commissioner Lohse to approve the Final Plat for Waukee Towne Center plat 3 subject to any remaining staff comments and review of the legal documents. STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat, construction drawings, and final plat for Waukee Towne Center Plat 3 subject to remaining staff comments. Lyon Ben Sinclair THE CITY OF WAUKEE, IOWA RESOLUTION 2023- APPROVING THE FINAL PLAT FOR WAUKEE TOWNE CENTER PLAT 3 IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, Waukee Towne Center, LLC, has requested final plat approval of Waukee Towne Center Plat 3 (the “Plat”); AND, WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on April 3, 2023, subject to remaining staff comments and review of the legal documents; AND, WHEREAS, the Final Plat for Waukee Towne Center Plat 3 and the documents relating thereto will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 3rd day of April 2023, that the Final Plat for Waukee Towne Center Plat 3 be and the same is hereby accepted and approved by the City Council of the City of Waukee. Location and Size: Property is generally located west of SE Alice’s Road and south of SE Laurel Street, containing approximately 20.98-acres. The plat also identifies Outlot Y to be dedicated to the City of Waukee for parkland / open space. Lots 1-7 range in size between 0.84-acres and 1.85-acres in area. Lot 8 is 12.30-acres in area. Outlot Y is 9.05-acres in area. Outlot Y will include a pond and public trails. STREETS AND TRAILS Access to the lots will be provided off of both SE Laurel Street and SE Alice’s Road. Ingress/egress easements will be provided internally to provide access across the development through the proposed private drives. A 10-ft wide trail exists along SE Alice’s Road, adjacent to this site. A 10-ft wide trail exists to the south of the site, sidewalks will be extended to provide access to the trail. A 10-ft wide trail will be installed along the perimeter of the pond proposed for Outlot Y. Several trail extensions will occur from the proposed trail to the existing trail to the south in order to provide pedestrian connections into the commercial site from the surrounding neighborhoods. Six-foot wide private sidewalks will be installed internal to the site along the private drives to provide pedestrian access throughout the development. These sidewalks will be installed with individual lot development. UTILITIES Private utilities will serve the proposed plat. Extensions will be made from the existing area mains. The utilities that extend throughout the proposed plat will be private and will be privately owned and maintained. Storm water management will be provided with a large pond located along the west side of the proposed plat. March 10, 2023 3 of 3 EASEMENTS All proposed easements have been indicated on the plat. Landscape buffer easements are provided along the west side and a portion of the south side of the site. STAFF RECOMMENDATION The proposed plat is in general conformance with the Subdivision Ordinance and the proposed land use of the property is consistent with the Comprehensive Plan.
