AGENDA ITEM:Consideration of approval of a purchase of a 2025 Emergency One (E-1) fire
engine from Banner Fire Equipment.
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: Purchase of a 2025 E One fire engine through Banner Fire
Equipment. This purchase is replacing a Toyne fire engine, purchased in 2000.
This purchase is being conducted through the Sourcewell group purchasing
consortium. The expected life of the chassis is approximately twenty years.
The Toyne fire engine will be sold after delivery of the new engine.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The total cost of the fire engine
is $885,822. The fire engine is in the FY 25 CIP.
Lead time from order is 24-30 months. Delivery will be after July 2025.

STAFF REVIEW AND COMMENT: Staff recommends approval.

RESOLUTION 2023-
APPROVING THE PURCHASE OF A 2025 EMERGENCY ONE (E-1) FIRE ENGINE
FROM BANNER FIRE EQUIPMENT, INC., OF ROXANA, IL, IN THE AMOUNT OF
$885,822.00 [WAUKEE FIRE DEPARTMENT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the Waukee Fire Department finds it necessary to replace a fire engine purchased
in 2000 due to the 20-year expected life of the engine chassis; AND,
WHEREAS, the Waukee Fire Department recommends the purchase of a 2025 Emergency One
(E-1) fire engine through the Sourcewell group purchasing consortium, of which the Waukee
Fire Department is a member; AND,
WHEREAS, the purchase is included in the Fiscal Year 2025 Capital Improvement Program but
due to a 24- to 30-month lead time for construction, the Waukee Fire Department requests that
the purchase be approved by the Waukee City Council at this time.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
3rd day of April, 2023, that it hereby approves the purchase of a 2025 Emergency One (E-1) fire
engine from Banner Fire Equipment, Inc., of Roxana, IL, in the amount of $885,822.00 [Waukee
Fire Department].

We hereby propose to furnish to you, subject to proper execution of the attached agreement by you and by an officer
of this Company, the following apparatus and equipment to be built in accordance with the attached specifications:

mounted on an E-One Cyclone Custom Chassis equipped with a Cummins L9
450 HP engine per specs.

Delivery will be FOB South Roxana, Il. and will be made approximately 780-840 calendar days after receipt of order
at the Florida plant, based upon proper execution of the attached agreement by both parties. Terms of Payment are
90% of the purchase price due upon arrival of the unit at our South Roxana, Il facility with the balance due upon pick
up.
Price listed above is firm for 30 days. Price is subject to increase after that time.
