AGENDA ITEM:Consideration of approval of a resolution approving a final plat for KeeTown
Loop Plat 3
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The Quarter at Waukee, LLC, requests approval of a final
plat for 1.75-acres of property located north of Ashworth Road and west of
Grand Prairie Parkway. The plat includes a total of two lots for commercial
development. All lots meet or exceed the minimum requirements of the K-RR
district. The lots were originally platted as a part of KeeTown Loop Plat 1.
The applicant wishes to split one lot into two lots. Lot 1 is 1.26-acres in area
and Lot 2 is 0.49-acres in area. Lot 1 is the location of the KeeTown Loop R1
site plan, which is also on the April 17th Council agenda for review.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on March 28, 2023, and recommended approval subject to any remaining
staff comments and review of the legal documents.
Approval of a Final Plat for KeeTown Loop Plat 3
City Planner, Bill Mettee, introduced the request for approval of a Final Plat for a
commercial subdivision as submitted by the applicant, The Quarter at Waukee, LLC. The
subject property is generally located north of Ashworth Road and west of Grand Prairie
Parkway, containing approximately 1.75 acres.
Mr. Mettee advised that the purpose of the final plat is to split one lot, originally
platted as Lot 3 of KeeTown Loop Plat 1, into two lots ranging in size from 0.49 acres to 1.26
acres. All lots meet the K-RR (Kettlestone Regional Retail) zoning district requirements, and
no public improvements or new easements are required with the creation of the two lots.
At this time Staff recommends approval of the final plat for KeeTown Loop Plat 3 subject to
any remaining staff comments and review of the legal documents.
Commissioner Broderick questioned what the reason for the odd strip of one of
the lots was for. Mr. Mettee advised it would contain parking and provide
access to the lots.

Motion by Commissioner Tessau and seconded by Commissioner Lohse to approve
the Final Plat for KeeTown Loop Plat 3 subject to any remaining staff comments and review
of the legal documents. Ayes: Beenken, Tessau, Lohse, Broderick and Streit. Nays: None.
Motion Carried.

APPROVING THE FINAL PLAT FOR KEETOWN LOOP PLAT 3
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, The Quarter at Waukee, LLC, has requested final plat approval of KeeTown Loop Plat 3
(the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on March 28, 2023, subject to any remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for KeeTown Loop Plat 3 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
17th day of April, 2023, that the Final Plat for KeeTown Loop Plat 3 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.

HISTORY

PROJECT DESCRIPTION
LOTS
The final plat identifies one (1) lot to be split into two (2) lots for the purpose of commercial development. The
proposed lots range in size from 0.49-acres to 1.26-acres in area. All proposed lots meet with minimum requirements of
the K-RR district.
STREETS, UTILITIES & TRAILS
There are no public improvements associated with the plat.
EASEMENTS
No new easements are proposed with this final plat.
STAFF RECOMMENDATION
The proposed plat is in general conformance with the Subdivision Ordinance and the proposed land use of the property
is consistent with the Comprehensive Plan. Staff recommends approval of the final plat for KeeTown Loop Plat 3 subject
