Project items include subgrade preparation and treatment, PCC roadway paving and sidewalk/trail ramp paving, pavement markings, traffic signalization, traffic control and construction of median at driveway east of project intersection. Specific project location along with the kind and approximate quantity of materials to be used shall be as set forth in the Plans and Specifications. This project is included in the approved FY 2024-2028 CIP with a total project budget of $375,000.00. This project has an interim completion date of December 15, 2023 for all pavement/trail/median work/underground signal components and a March 31, 2024 completion for the traffic signal to be activated. Sealed bids for the work comprising each improvement as stated below must be filed before 2:00 p.m. on April 18, 2023 in the office of the City Clerk, Clive City Hall, 1900 NW 114th Street, Clive, Iowa 50325-7077 Time and Place Sealed Proposals Will be Opened and Considered. Sealed proposals will be opened and bids tabulated at 2:00 p.m. on April 18, 2023, in the Council Chambers of the Clive City Hall, 1900 NW 114th Street, Clive, Iowa, for consideration by the Clive City Council at its meeting at 6:00 p.m. on April 27, 2023 in the Council Chambers of Clive City Hall, 1900 NW 114th Street, Clive, Iowa. Bids will be presented for consideration by the Waukee City Council at its meeting at 5:30 p.m. in the Council Chambers of the Waukee City Hall, at 230 Hickman Road, Waukee, Iowa on May 1, 2023. The City of Clive and City of Waukee reserve the right to reject any and all bids. Time for Commencement and Completion of Work. Work on the improvements shall commence on or before the late start date of July 1, 2023. Work shall be substantially completed on or before December 15, 2023, including all pavement/trail/median work and all underground signal (cabinet/pole foundations, conduits, and handholes) work. Signals shall be activated on or before March 31, 2024. Liquidated damages for noncompliance with said completion provisions will be assessed at the rate of Five Hundred Dollars ($500.00) for each calendar day thereafter that the work remains incomplete. Bid Security. Each bidder shall accompany its bid with bid security as defined in Section 26.8 of the Iowa Code and as outlined in the Instruction to Bidders in an amount equal to Ten (10) percent of the total bid amount. Public Hearing on Proposed Contract Documents and Estimated Costs for Improvement. A public hearing will be held by the Clive City Council on the proposed contract documents (plans, specifications and form of contract) and estimated cost for the improvements, as bid by the selected bidder, at its meeting at 6:00 pm on April 27, 2023, in said Council Chambers of the City Hall, 1900 NW 114th Street, Clive, Iowa. City Council meetings are available in a virtual format besides in person. A public hearing will be held by the Waukee City Council on the proposed contract documents (plans, specifications and form of contract) and estimated cost for the improvements, as bid by the selected bidder, at its meeting at 5:30 pm on May 1, 2023, in said Council Chambers of the City Hall, 230 Hickman Road, Waukee, Iowa. Preference shall be given to domestic construction materials by the contractor, subcontractors, material, men and suppliers in performance of the contract and, further, by virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. Resident Bidder Preference Law. Iowa Code 73A.21 outlines the reciprocal resident bidder and labor force preference statute. The Iowa Department of Labor (DOL) has adopted administrative rules to enforce this law. Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected. Sales Tax. The bidder shall not include sales tax in the bid. The City of Clive will distribute tax exemption certificates and authorization letters to the Contractor and all Subcontractors who are identified. The Contractor and Subcontractors may make copies of the tax exemption certificates and provide a copy to each supplier providing construction materials. These tax exemption certificates and authorization letters are applicable only for this specific project under the Contract. General Nature of Public Improvement.
