SYNOPSIS INCLUDING PRO & CON: The bids are for furnishing all labor, materials and
equipment necessary to construct a 2,500,000 gallon elevated water storage tank, including
excavation, backfill and site work, foundation, granular surfacing, buried piping, painting,
electrical wiring and conduit, controls integration, lighting, miscellaneous equipment, demolition
of existing elevated storage tank, site grading, surface restoration and miscellaneous associated
work, including cleanup.
Bids were received on April 25, 2023, with three general contractors submitting bids. The
engineer’s estimate for the project was $8,293,430.00 for the base bid plus alternate B (composite
tower). The apparent low bid was submitted by Landmark Structures I, LP of Fort Worth, Texas
for $8,464,000.00. This bid is approximately 2% above the engineer’s estimate.
This project is included in the approved FY 2024-2028 CIP with a total project budget of
$7,550,000.00 spread over three consecutive fiscal years (2024 to 2026). Staff anticipate
increasing the total budget to $9,600,000.00 to proceed forward with the project. The Water
Utility Fund Cash Unrestricted Cash Balance and continued Water Tower Reserve Fund are
anticipated to allow for this budget increase. This increased budget may delay future capital
water improvement projects.

STAFF REVIEW AND COMMENT: Staff recommends approval of the resolution awarding
contract to Landmark Structures I, LP of Fort Worth, Texas for $8,464,000.00

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE 3RD STREET ELEVATED TANK
REPLACEMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the 3rd Street Elevated Tank Replacement, described in the plans and
specifications heretofore adopted by this Council on May 1, 2023, be and is hereby accepted, the
same being the lowest responsive, responsible bid received for such work, as follows:
Contractor:Landmark Structures I, LP,of Fort Worth, TX
Amount of bid:$8,464,000.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
