Bids were received on April 18, 2023, with three general contractors submitting bids. The engineer’s estimate for the project was $671,956.00, The apparent low bid was submitted by Hawkeye Paving Corporation of Davenport, Iowa for $814,658.40. This bid is approximately 21% above the engineer’s estimate. The City of Waukee’s share is 25% of the overall cost. Waukee’s cost is estimated to increase from $200,000 to $236,000. The project received a $200,000 U-STEP grant from the Iowa Department of Transportation (IDOT) so the City will see a $50,000 reimbursement from the IDOT when the project is completed. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff recommends approval of the resolution awarding contract. Three bids were received and opened that were $814,658.40 to $898,231.20. Our opinion of probable construction cost was $672,000. The low bid was submitted by Hawkeye Paving of Davenport, Iowa. The low bidder is primarily a general contractor. They have experience with similar sized projects in the area. Most of the submitted unit prices were higher than the engineer’s estimate with greatest differences being traffic signals, pavement, and mobilization. However, rebidding the project could result in higher construction costs. Therefore, we recommend award of the contract to the low bidder, Hawkeye Paving. Due to the project being a joint venture between the Cities of Clive and Waukee, the following is the resulting share each agency has for the construction project: · City of Clive $610,993.80 · City of Waukee $203,664.60 Those do not factor in the U-STEP funding ($200,000) the agencies received for the project.
