Hickman Rd. and electronically via Zoom. (B) Pledge of Allegiance (C) Roll Call – The following members were present: Council Members R. Charles Bottenberg, Chris Crone, Larry R. Lyon (electronically), Anna Bergman Pierce (electronically), Ben Sinclair. Absent: Mayor Courtney Clarke. Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Finance Director Linda Burkhart, Community Development Director Andy Kass, Planning Coordinator Melissa DeBoer, Public Works Director/City Engineer Rudy Koester, Parks & Recreation Director Matt Jermier, Human Resources Director Michelle Lindsay, Director of Economic Development Jennifer Brown, Director of Marketing & Communications Heather Behrens (electronically), IT Director Son Le, Police Chief Chad McCluskey, Police Officer Corby Robbins, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. (D) Open Forum (E) Agenda Approval – Council Member Crone moved to approve the agenda; seconded by Council Member Sinclair. (F) Presentations: None (G) Public Hearings: 1) On an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from C-1A/PD-1 to C-1/ PD-1, a parcel known as Waukee Towne Center – Mayor Pro Tem Bottenberg opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk’s office. Planning Coordinator DeBoer reviewed the rezoning application, which is a “clean up” for a parcel that was left out of previous rezoning applications because of the SE Laurel St. alignment. No comments were made by the public in attendance. 2) On a proposed City of Waukee FY2024 budget – Mayor Pro Tem Bottenberg opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk’s office. City Administrator Deets reviewed the mayor and council vision, five-year goals and budget directives. He stated that the proposed budget would lower the property tax levy by $0.05 to $13.05/1,000 valuation. He then presented a consolidated levy comparison, noting that Waukee is in the bottom third of those entities included in the comparison. Mr. Deets discussed general fund revenue sources and program expenditures, as well as staffing changes. He then reviewed certain capital projects and utility rate changes, with those rate changes averaging a 2.25% increase per month per household. No comments were made by the public in attendance. 3) On a proposed Capital Improvement Program for Fiscal Years 2024-2028 – Mayor Pro Tem Bottenberg opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk’s office. City Administrator Deets reviewed some of the projects in the proposed Capital Improvement Program, including parks, trails, road, utilities and other projects. He then discussed major funding sources, such as cash and bond proceeds. No comments were made by the public in attendance. (H) Public Hearing Action Items: 1) Ordinance: Consideration of approval of an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from C-1A/PD-1 to C-1/ J1B 2 PD-1, a parcel known as Waukee Towne Center [introduction; first reading] – Council Member Crone introduced the ordinance and moved to approve the first reading in title only; seconded by Council Member Sinclair. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0. 2) Resolution: Consideration of approval of a resolution adopting the City of Waukee FY2024 budget – Council Member Sinclair moved to approve the resolution; seconded by Council Member Crone. Council Member Bottenberg expressed his pleasure that the property tax levy would be lowered. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0. (Resolution #2023-150) 3) Resolution: Consideration of approval of a resolution approving City of Waukee Capital Improvement Program for Fiscal Years 2024-2028 – Council Member Crone moved to approve the resolution; seconded by Council Member Sinclair. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0. (Resolution #2023-151) 4) Resolution: Consideration of approval of a resolution declaring an Official Intent under Treasury Regulation 1.150-2 to issue debt to reimburse the City for certain original expenditures paid in connection with specified projects – Council Member Lyon moved to approve the resolution; seconded by Council Member Sinclair. Finance Director Burkhart noted that the resolution allows the City to reimburse itself with future bond proceeds for the costs of engineering services for certain capital improvement projects. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0. (Resolution #2023-152) 5) Resolution: Consideration of approval of a resolution adopting the City of Waukee 2023 Fee Schedule – Council Member Crone moved to approve the resolution; seconded by Council Member Sinclair. City Clerk Schuett briefly reviewed some of the proposed fee amendments. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0.
