AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: May 1, 2023 AGENDA ITEM:Consideration of approval of a resolution approving Non-Union, Library, Fire and Management Compensation Plans FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: A study was conducted of the classification and compensation of City positions falling on the Non-Union, Fire, Library and Management compensation plans to determine the relationships of positions within the organization and to ensure consistency and equity. The positions were evaluated based on defined values associated with skill levels, work characteristics and job factors that took into consideration the following: Training and ability Experience Level of work Human relations skills Physical demands Working conditions and hazards Independence of Actions Impact of end results Supervision exercised The study reflects a full-range analysis of the components impacting compensation – job descriptions (including essential functions, certifications, and minimum and preferred qualifications); organizational alignment of positions throughout the City’s departments: existing compensation structure; and market competitiveness of City salary ranges. Regular periodic review of classification and compensation, as well as when new positions are created, ensures the City’s ability to attract and hire qualified employees, maintain internal equity, and contribute to employee retention. Utilizing the results of the study, compensation plans have been prepared for Non-Union, Library, Fire and Management to be effective July 2, 2023. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The City Council recently approved the FY2023-2024 operating budget which supports the proposed Non-Union, Library, Fire and Management compensation plans. COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff recommends approval of the Non-Union, Library, Fire and Management Compensation Plans. J1I RECOMMENDATION: Approve the resolution. THE CITY OF WAUKEE, IOWA RESOLUTION 2023- APPROVAL OF THE COMPENSATION PLANS FOR CITY OF WAUKEE NON- UNION, LIBRARY, FIRE AND MANAGEMENT EMPLOYEES IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the City of Waukee code section §17.02 provides, the Council shall review and authorize proposed compensation for City employees whose positions are not represented by the City of Waukee collective bargaining unit; AND, WHEREAS, the City Administrator and Human Resources Director have reviewed and recommend approval of the City of Waukee Non-Union, Library, Fire and Management compensation plans; AND, WHEREAS, the funding to support the compensation plans has been included in the City’s FY2023-2024 budget; AND, WHEREAS, the proposed compensation plans shall be effective July 2, 2023, and shall remain in effect until such time as revised compensation plans are presented.
