HomeMy WebLinkAbout2023-05-01 J04 Triumph Park Cash Ordinance_INTRO, 1ST-3RD READAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: May 16, 2022 AGENDA ITEM:Consideration of approval of an ordinance to amend Chapter 7, Fiscal Management, by amending Section 7.02(4)(G), Cash Control, Change Funds, Triumph Park [introduction; first, second, third (final) readings] FORMAT:Ordinance SYNOPSIS INCLUDING PRO & CON: Parks & Recreation Staff is recommending approval for a total of $3,000 for cash on hand for Triumph Park Concession Stand operations. Each of the three concession stands will operate with $1,000 cash. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The Code of Iowa requires a vote of not less than three- fourths of all the members of the council (or 4 out of 5, in Waukee’s case) in order to waive readings of an ordinance. RECOMMENDATION: Introduce the ordinance, approve the first reading of the ordinance in title only, waive the second and third readings and place the ordinance on final passage. ATTACHMENTS: I. AN ORDINANCE TO AMEND CHAPTER 7, FISCAL MANAGEMENT, BY AMENDING SECTION 7.02(4)(G), CASH CONTROL, CHANGE FUNDS, TRIUMPH PARK WHEREAS, the City of Waukee has determined that additional change funds are necessary for the proper operation of Triumph Park concession stands; BE IT THEREFORE ORDAINED by the City Council of the City of Waukee: Section 1: Chapter 7, Fiscal Management, Section 7.02(4)(G), Cash Control, Change Funds, Triumph Park, is hereby amended as follows: G. Triumph Park. The finance officer is authorized to draw a check on the General Fund for establishing a change fund in the amount of $3,000.00 for the purpose of making change without commingling other funds to meet the requirements of said department. Said change fund shall be in the custody of the Triumph Park concession stand staff. The Parks and Recreation Department director shall maintain the integrity of the fund. Section 2. Repealer. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 3. Severability Clause. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provisions or part thereof not adjudged invalid or unconstitutional. Section 4. Effective Date. This ordinance shall be in effect from and after its final passage, approval and publication as provided by law.
