HomeMy WebLinkAbout2023-06-05 I01G_02 Triumph Park CAT Grant Agreement AmendmentAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 5, 2023 AGENDA ITEM:Consideration of approval of a resolution approving Amendment to Community Attraction and Tourism (CAT) Grant Agreement between the Vision Iowa Board and the City of Waukee [All-Inclusive Area at Triumph Park] FORMAT:Consent Agenda SYNOPSIS INCLUDING PRO & CON: The City entered into an agreement on February 7, 2022 with the Enhance Iowa Board for funding for the Miracle League field, an EPIC Inclusive Playground and an ADA compliant fishing pier at Triumph Park. The Community Attraction and Tourism (CAT) Grant Amount awarded to the City of Waukee was for $200,000. The matching dollars were a combination of City of Waukee funds and funds raised by the Waukee Betterment Foundation. The amendment is necessary as we have requested an extension on the first disbursement. The request is to extend the deadline to 18 months. City staff was in the process of working with CAT staff to provide all of the necessary information to close out the agreement. It was determined during the process it was not necessary to request a partial reimbursement as City staff had gathered all the information to complete the final closeout. All documentation has been provided and we are awaiting receipt of the $200,000. Community Attraction and Tourism Grant Agreement Amendment PREPARED BY: Matt Jermier REVIEWED BY: PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: I1G2 THE CITY OF WAUKEE, IOWA RESOLUTION 2023- APPROVING AMENDMENT TO COMMUNITY ATTRACTION AND TOURISM (CAT) GRANT AGREEMENT BETWEEN THE VISION IOWA BOARD AND THE CITY OF WAUKEE [ALL-INCLUSIVE AREA AT TRIUMPH PARK] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, on February 7, 2022, the Waukee City Council approved a Community Attraction and Tourism (CAT) Grant Agreement with the Vision Iowa Board in the amount of $200,000.00 for the Triumph Park all-inclusive area (Resolution #2022-045); AND, WHEREAS, the City of Waukee requests an amendment to the CAT Grant Agreement to extend the deadline on the first reimbursement from twelve (12) to eighteen (18) months; NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 5th day of June, 2023, that it hereby authorizes Amendment to Community Attraction and Tourism (CAT) Grant Agreement between the Vision Iowa Board and the City of Waukee [All- Inclusive Area at Triumph Park]. Lyon Ben Sinclair AMENDMENT PROGRAM: Community Attraction & Tourism (CAT) CONTRACT NUMBER: 22-CAT-011 AMENDMENT NUMBER: 01 EFFECTIVE DATE: May 4, 2023 THIS AMENDMENT is made by and between the ENHANCE IOWA BOARD, 1963 Bell Ave., Ste. 200, Des Moines, Iowa 50315, an agency of the State of Iowa, and City of Waukee (hereafter “Recipient”). Recipient, by correspondence dated April 21, 2023, requested that the deadline for first disbursement request be extended to 18 months following the Effective Date. Contract Number 22-CAT-011 is hereby modified as follows: RECIPIENT: City of Waukee CAT AGREEMENT NUMBER: 22-CAT-011 EFFECTIVE DATE: December 2, 2021 PROJECT NAME: All-Inclusive Area at Triumph Park TOTAL GRANT AMOUNT: $200,000 PROJECT COMPLETION DATE: December 31, 2023 ARTICLE 9 DEFAULT; REMEDIES; AND TERMINATION 9.2 EVENT(S) OF DEFAULT Each of the following shall constitute an Event of Default under this Agreement: (l) NO DISBURSEMENT OF FUNDS IEDA has not disbursed CAT funds within the twelve (12) months eighteen (18) months immediately following the Effective Date.
