SYNOPSIS INCLUDING PRO & CON: Prairie Village of Iowa, LLC, requests approval of a final
plat for 9.78-acres of property located north of University Avenue and west of
6th Street. The plat includes a total of 26 lots for single-family residential
development. All lots meet or exceed the minimum requirements of the R-2
zoning districts. Extensions of streets and utilities have been completed by the
developer.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on November 8, 2022, and recommended approval subject to remaining
staff comments, review of the legal documents and completion of public improvements.
Approval of a Final Plat for Prairie Village Plat 3
City Planner, Bill Mettee, introduced the request for approval of a final plat for a
single-family residential subdivision as submitted by the applicant, Prairie Village of Iowa,
LLC. The property is west of 6th Street and north of University Avenue, containing
approximately 9.78 Acres.
Mr. Mettee advised that the plat includes a total of 26 lots that meet or exceed the R-2
zoning district minimum requirements. Plat improvements include extensions of 17th Street
and Prairie Village Drive, as well as five-foot-wide sidewalks that will be installed as each lot
develops. Public utilities will serve the development and a 10-foot-wide trail is planned on the
north side of University Avenue and the west side of 17th Street. Parkland dedication and
stormwater detention is satisfied through other phases of the Prairie Village Development.
Landscape buffer easements are indicated along lots that are adjacent to 17th Street.
Staff recommends approval of the final plat for Prairie Village Plat 3 subject to
remaining staff comments, completion of public improvements and review of the legal
documents.
Commissioner Koshy moved to approve the final plat for Prairie Village Plat 3 subject
to remaining staff comments, completion of public improvements, and review of the legal
documents. The motion was seconded by commissioner Tessau. Ayes: Koelker, Hoifeldt,
Streit, Tessau and Koshy. Nays: none. Motion Carried.

RESOLUTION 2023-
APPROVING THE FINAL PLAT FOR PRAIRIE VILLAGE PLAT 3
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Prairie Village of Iowa, LLC, has requested final plat approval of Prairie Village Plat 3
(the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 8, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Prairie Village Plat 3 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
5th day of June, 2023, that the Final Plat for Prairie Village Plat 3 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A, B & C);
2. Public Utility Easement;
3. Public Landscape Buffer Easement;
4. Public Sanitary Sewer Easement;
5. Public Storm Sewer Easement;
6. Public Overland Flowage Easement;
7. Offsite Public Overland Flowage Easement;
8. Offsite Public Water Main Easement;
9. Offsite Public Water Main Easement;
10. Offsite Public Water Main Easement; and
11. Offsite Public Sanitary Sewer Easement

HISTORY
The subject property was rezoned in the Summer of 2021 and a preliminary plat was approved in Fall 2021 for the
overall Prairie Village development.
PROJECT DESCRIPTION
LOTS
The final plat identifies a total of 26 lots that are intended for single family residential development. All lots are zoned R-
2 and comply with the minimum requirements of the R-2 zoning district. Table 1 below summarizes the requirements of
the R-2 district.

STREETS AND TRAIL
The plat improvements include an extension of 17th Street and Prairie Village Drive. These two streets will provide
access to all 26 proposed lots.
A 10-foot trail will be installed along the north side of University Avenue and the west side of 17th Street with the plat
improvements. A five-foot sidewalk will be installed along the east side of 17th Street. Five-foot sidewalks will be installed
with individual lot development
UTILITIES
Utilities will be extended to service the proposed plat. Stormwater detention will be provided within the basin shown
on Outlot Z on the Prairie Village Overall Preliminary Plat.
EASEMENTS
All proposed easements have been indicated on the final plat. Landscape buffer easements have been indicated on the
lots that are adjacent to 17th Street.
PARKLAND
Parkland dedication requirements will apply to the project because of its residential nature. A total of 0.51-acres is
required. The Prairie Village Overall preliminary plat identifies Outlots “T”, “U” and “V” as parkland dedication areas
that will be used to satisfy this requirement.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance, the final plat is in general conformance
with the Subdivision Ordinance, and the proposed land use of the property is consistent with the Comprehensive Plan.
Staff recommends approval of the final plat for Prairie Village Plat 3 subject to remaining staff comments, completion of
public improvements and review of the legal documents.
