HomeMy WebLinkAbout2023-06-19 I06 Waukee Towne Center Lake Trail_Site PlanAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 19, 2023 AGENDA ITEM:Consideration of approval of a resolution approving a site plan for Waukee Towne Center Lake and Trail Improvements FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The request is for approval of a project that includes a large pond and trail that encompasses the pond. The project is located at the southwest corner of Waukee Towne Center Plat 2, west of SE Alice’s Road and south of SE Laurel Street. In addition to the pond and trail, the project also includes lighting around the trail, a bridge, grading for the future amphitheater, landscape buffer plantings, and reconstruction of current trail along the south. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the June 13, 2023, Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Waukee Towne Center Lake and Trail Improvements Planning Coordinator, Melissa DeBoer, introduced the request for approval of a site plan for Waukee Towne Center Lake and trail improvements. The developer has been working with City Staff on providing public amenities within the Waukee Towne Center development. The developer will make the improvements and the City of Waukee will be deeded the land for public use. The project is located at the southwest corner of Waukee Towne Center Plat 2, west of SE Alice’s Road and south of SE Laurel Street. Mrs. DeBoer advised that the project includes one large pond and a trail the encompasses the pond. The existing trail to the south of the pond will be rerouted and reconstructed in order to join into the proposed trail. The trail width of the south side of the pond will be 15 feet wide in order to accommodate trail users through the development from the area trail. The project also includes a bridge across the pond at the north end of the pond and grading for the future amphitheater. A landscape buffer will be provided along the west side of the property and along the southeast portion of the site for the adjacent residential properties. Staff recommends approval of the site plan for Waukee Towne Center Lake and Trail Improvements subject to remaining staff comments. I6 Commissioner Lohse questioned if the additional trail width will be around the entire pond or the south side only, Mrs. DeBoer responded that only the south side will have the additional width of 15 feet, with a width of 10 feet for the rest of the trail. Commissioner Tessau questioned the size of the pond, Community Development Director, Andy Kass, estimated the size to be 8-9 acres. Commissioner Lohse questioned if the pond will be stocked; Community Development Director, Andy Kass, responded that city staff in Parks & Recreation are currently working with the Iowa Department of Natural Resources (DNR) to determine feasibility; this is an ongoing project. Commissioner Koelker questioned if the trail would be lighted, Community Development Director, Andy Kass, responded yes. Commissioner Streit questioned trail maintenance, Community Development Director, Andy Kass, answered that the trail would become city property and be maintained by the city. Commissioner Streit questioned the timing of the project with regard to Target, Community Development Director, Andy Kass, answered that the project would be constructed with the same timeline as Target. Commissioner Koelker questioned if the trail would connect to the pond; Community Development Director, Andy Kass, responded that widening the trail on the south side to accommodate all users, including those in the shopping center and those using the Heart of the Warrior trail would accommodate all users and avoid having to construct two separate trails. Staff recommends approval of the site plan for Waukee Towne Center Lake and trail improvements, subject to remaining staff comments. Commissioner Streit moved to approve the site plan for Waukee Towne Center Lake and trail improvements subject to any remaining staff comments. The motion was seconded by Commissioner Lohse. Ayes: Koelker, Beenken, Bankole, Lohse, Tessau, and Streit. Nays: None. Motion Carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to remaining staff comments.
