Palms Plat 3

SYNOPSIS INCLUDING PRO & CON: Waukee Partners, LLC, requests approval of a final plat
for 1.85-acres of property located north of Hickman Road and west of NE
Westgate Drive. The plat includes a total of two lots for commercial
development. All lots meet or exceed the minimum requirements of the C-1B
district. The lots were originally platted as a part of Fridley Palms Plat 1. The
applicant wishes to adjust a lot line to create a larger lot for the Chipotle site
plan. Lot 1 is 0.83-acres in area and Lot 2 is 1.02-acres in area. Lot 1 is the
location of the Chipotle site plan, which is also on the June 19th Council
agenda for review.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on May 9, 2023, and recommended approval subject to any remaining
staff comments and review of the legal documents.
Approval of a Final Plat for Fridley Palms Plat 3
City Planner, Bill Mettee, introduced the request for approval of a final plat related to
a commercial subdivision as submitted by the applicant, Waukee partners, LLC. The subject
property is generally located north of Hickman Road and west of NE Westgate Drive,
containing approximately 1.85 acres.
Mr. Mettee advised that the final plat identifies a total of two lots for commercial
development. The final plat has been submitted to adjust the lot line in order to increase the
size of Lot 1 to 1.02 acres and reduce the size of Lot 2 to 0.83 acres. No public improvements
are associated with this plat, a five-foot-wide sidewalk will be extended along NE Venture
Drive as each lot develops, and utilities and easements will be extended or adjusted to
accommodate the changes to the lots.
Staff recommends approval of the final plat for Fridley Palms Plat 3 subject to
remaining staff comments and review of the legal documents.
Commissioner Koelker moved to approve the final plat for Fridley Palms Plat 3
subject to any remaining staff comments. the motion was seconded by Commissioner Tessau.

Carried.

APPROVING THE FINAL PLAT FOR FRIDLEY PALMS PLAT 3
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Waukee Partners, LLC, has requested final plat approval of Fridley Palms Plat 3 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on May 9, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Fridley Palms Plat 3 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
19th day of June, 2023, that the Final Plat for Fridley Palms Plat 3 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1.Public Storm Water Detention Easement;
2.Public Ingress-Egress Easement;
3.Declaration of Cross Parking Easement;
4.Private Water Main Easement;

HISTORY
The subject properties were originally platted as lots within the Fridley Palms Plat 1 subdivision.
PROJECT DESCRIPTION
LOTS
The final plat identifies two (2) lots to be platted for the purpose of commercial development. The plat shows a lot line
adjustment, which enlarges Lot 1 and reduces the size of Lot 2. The proposed lots range in size from 0.83-acres to 1.02-
acres in area. All proposed lots meet with minimum requirements of the C-1B district.
A Site Plan has been submitted for review on Lot 1. Any future use of Lot 2 is unknown at this time.
STREETS, UTILITIES & TRAILS
There are no public improvements associated with the plat. A 5-foot sidewalk will be installed along NE Venture Drive
as each lot develops. The Raccoon River Valley Trail exists to the south along Hickman Road. Utilities exist in the
immediate area and will be extended as needed to service the lots.
EASEMENTS
Several new easements are proposed with this plat. These include a parking easement, an ingress-egress easement,
detention easement and a private water main easement.
COMPREHENSIVE PLAN
The comprehensive plan classifies the subject property as Community Commercial. The Community
Commercial classification provides a variety of uses that would serve the community and are located along
minor or major arterials.
STAFF RECOMMENDATION
The proposed plat is in general conformance with the Subdivision Ordinance and the proposed land use of the property
is consistent with the Comprehensive Plan. Staff recommends approval of the final plat for Fridley Palms Plat 3 subject to
any remaining staff comments and review of the legal documents.
