FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: Waukee Partners, LLC requests approval of a site plan for
a Chipotle restaurant located north of Hickman Road and west of NE Westgate Drive. The building is
approximately 2,325-square feet in area and 19-feet in height. The applicant is proposing 39 parking
spaces where 35 are required. The building will be constructed primarily of brick and fenestration with
areas of EIFS as supporting elements.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the May 9, 2023, Commission Meeting and recommended approval
subject to remaining staff comments:
Approval of a Site Plan for Chipotle (425 E Hickman Road)
City Planner, Bill Mettee, introduced the request for approval of a site plan for a
Chipotle restaurant as submitted by the applicant, Waukee Partners, LLC. The subject
property is located north of Hickman Road and west of NE Westgate Drive, containing
approximately 0.83 acres.
Mr. Mettee advised that the project includes the construction of a single-story
restaurant approximately 2,324 square feet in area. a 444 square foot patio is shown on the
south side of the building and a trash enclosure is shown to the northwest of the building. a
monument sign has been proposed along the south boundary line abutting Hickman Road.
There will not be a menu board as the drive thru is for pick-up take-out orders only. There are
5 queueing spaces with two overflow spaces provided. Access is provided from NE Venture
Drive and a pedestrian walkway has been proposed into the site from the Raccoon River
Valley Trail near the southeast corner of the site. Public Utilities will be extended to the site
and stormwater detention is accommodated within an existing detention basin located on the
adjacent lot to the west. All landscaping, open space, parking, and lighting plan requirements
have been met at this time.
Staff recommends approval of the site plan for Chipotle subject to remaining staff
comments.
Commissioner Broderick verified that the drive-thru was just pick up. Mr. Mettee
advised that was correct.

Commissioner Koelker verified if the building would have three signs. Mr. Mettee
advised that was correct.
Commissioner Tessau moved to approve the site plan for Chipotle (425 E Hickman
Road) subject to any remaining staff comments. the motion was seconded by Commissioner
Bankole. Ayes: Koelker, Beenken, Bankole, Lohse, Tessau, and Broderick. Nays: None.
Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

RESOLUTION 2023
APPROVING THE SITE PLAN FOR CHIPOTLE
(425 EAST HICKMAN ROAD)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Chipotle, subject to remaining staff comments on May 9, 2023; AND,
WHEREAS, the Site Plan for Chipotle is in general conformance with §160 – Site and Building
Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Chipotle is in general conformance with §161 – Landscaping and
Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 19th day of June, 2023 that the Site Plan for Chipotle is approved subject to remaining staff
comments.

PROJECT DESCRIPTION
The project involves the construction of a single-story restaurant. The building is proposed to be
approximately 2,325 square feet in area. A 444-square foot patio is shown on the south side of the building.
The trash enclosure is shown to the northwest of the building. A monument sign has been proposed along the
south boundary line abutting Hickman Road.
The restaurant won’t be a traditional drive-thru with a menu board, however, there are five (5) queueing
spaces for customers to pick-up take-out orders. The applicant has also designated two drive-thru overflow
spaces.
ACCESS AND PARKING
One point of access will be provided from NE Venture Drive.
A total of 35 parking spaces are required and 39 spaces have been provided, including two handicap accessible
spaces.
SIDEWALKS/TRAILS
The Raccoon River Valley Trail exists along the north side of Hickman Road. A pedestrian walkway has been
proposed into the site from the trail near the southeast corner of the site.
UTILITIES
All utilities exist in the immediate area and will be extended as required to this site. Storm water detention
will be accommodated with an existing detention basin located on the adjacent lot to the west.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 32%. The applicant has provided the required number of plantings per the landscaping ordinance.
ELEVATIONS
The elevations of the building are proposed to be constructed primarily of brick and fenestration with areas of
EIFS. The elevations comply with the Site Plan Ordinance.

PHOTOMETRIC
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site and Building Development Standards.
COMPREHENSIVE PLAN
The comprehensive plan classifies the subject property as Community Commercial. The Community
Commercial classification provides a variety of uses that would serve the community and are located along
minor or major arterials.
STAFF RECOMMENDATION
Staff recommends approval of the site plan for Chipotle subject to remaining staff comments.
