HomeMy WebLinkAbout2023-06-19 I11 Ashworth North Plat 3_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 19, 2023 AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Ashworth North Plat 3 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: AP North, LC, requests approval of a final plat for 54.52 - acres of property located north of Ashworth Road and east of Grand Prairie Parkway. The plat includes a total of one (1) lot for office development and four (4) outlots for future multi-family residential and commercial development. In addition, the plat includes an outlot for future public street right-of-way (Outlot V). Lot B is a lot that will have a regional stormwater detention pond constructed within it. Lot B will be conveyed to the City when the improvements have been completed by the developer. All lots meet or exceed the minimum requirements of their respective zoning districts. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this request on May 23, 2023, and recommended approval subject to remaining staff comments, review of the legal documents and completion of public improvements. Approval of a Final Plat for Ashworth North Plat 3 Planning Coordinator, Melissa DeBoer, introduced the request for approval of a final plat related to a commercial and residential subdivision as submitted by the applicant, AP North, LC. The Subject property is generally located north of Ashworth Road and east of Grand Prairie Parkway, containing approximately 54.52 acres. Mrs. DeBoer advised that the final plat identifies a total of five Outlots for future development. Outlots U and W are zoned K-OF, Outlots X and Y are zoned K-MF-MED, and outlot Z is zoned K-RC. Lot B is intended to be dedicated to the City of Waukee for storm water management purposes and will contain a large regional pond and trail. Lot A and Outlot V are to be dedicated to the City of Waukee for public streets. All public utilities exist to serve the proposed plat. At this time staff recommends approval of the final plat for Ashworth North Plat 3 subject to remaining staff comments and review of the legal documents.  Commissioner Broderick questioned the need for additional regional detention. Community Development Director, Andy Kass, advised that additional ponds were anticipated in this area either by the city or through additional development. This area does not have the ability to drain into the existing regional detention so the construction of this pond will be done to the I11 same City standard as the other regional ponds and is anticipated to be maintained by the city in the future for use as a public amenity. Commissioner Streit moved to approve the final plat for Ashworth North Plat 3 subject to any remaining staff comments and review of the legal documents. Commissioner Lohse seconded the motion. Ayes: Koelker, Beenken, Bankole, Streit, Lohse, and Broderick. Nays: None. Motion Carried. Final Plat PREPARED BY: Andy Kass, Community Development Director REVIEWED BY: THE CITY OF WAUKEE, IOWA RESOLUTION 2023- APPROVING THE FINAL PLAT FOR ASHWORTH NORTH PLAT 3 IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, AP North LC, has requested final plat approval of Ashworth North Plat 3 (the “Plat”); AND, WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on May 23, 2023, subject to remaining staff comments and review of the legal documents; AND, WHEREAS, the Final Plat for Ashworth North Plat 3 and the documents relating thereto will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 19th day of June, 2023, that the Final Plat for Ashworth North Plat 3 be and the same is hereby accepted and approved by the City Council of the City of Waukee. BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and documents to be filed with the Plat: 1. Warranty Deed (Lot A) 2. Public Utility Easement; 3. The section of SE Glacier Trail between SE Tallgrass Lane and SE Esker Ridge Drive will be constructed as part of future improvements and platting. A 20-ft wide trail will be provided within Lot B to be dedicated to the City. This will extend around the regional pond to be constructed within Lot B. UTILITIES All public utilities exist in the immediate vicinity and will serve the proposed plat. Extensions will be made from the existing area mains. Sanitary sewer will be extended to serve this plat from the main to the east. Storm water detention will be provided with a large regional pond located within Lot B, to be owned and maintained by the City of Waukee. EASEMENTS All proposed easements have been indicated on the final plat. A Public Trail Easement will be provided to the north of Lot B for the trail encompassing the pond.
