AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, final
plat and construction drawings for Williams Pointe Commercial Plat 2.
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat and construction drawings for a 6.85-acre parcel of land located
north of University Avenue and east of SE Alice’s Road.
The final plat includes two lots; Lot 1 and Lot 2 and Outlot X. Lot 1 is 1.47-
acres in area and Lot 2 is 1.51-acres in area. Outlot X is 3.86-acres in area and
will be final platted at a later date.
The construction drawings are for a private road that will run north to south
between Outlot X and Lots 1 and 2 of Williams Pointe Commercial Plat 2.
The private road will connect the existing access road south of Kwik Trip and
the existing private road north of Smoothie King and Safe Splash.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on June 13, 2023 and
recommended approval:

Approval of Construction Drawings for Williams Pointe Commercial Plat 2
City Planner, Bill Mettee, introduced the request for approval of a preliminary plat and
final plat for commercial development, as submitted by the applicant, Coralville AAP, LLC.
The subject property is generally located east of SE Alice’s Road and north of Se University
Avenue, containing approximately 6.85 acres. Williams Pointe Commercial Plat 2 identifies
two lots for commercial development along Se Brick Drive and one outlot along SE Alice’s
Road for future commercial development. Lot 1 is 1.47 acres in area and is currently under
Site Plan review. Lot 2 is 1.51 acres in area and any uses are unknown at this time. Outlot X
is 3.86 acres in area.
A private road will be constructed as part of these plat improvements. The road is 26
feet wide and will provide north-south access within the site. The road will provide access to
any future development on Outlot X. No trails are planned as part of this portion of the
development. A five-foot-wide sidewalk exists along SE Alice’s Road, and a five foot
sidewalk will be installed along SE Brick Drive with individual lot development. All utilizes
exist in the immediate vicinity and will be extended through the plat to provide service. These
utilities will be privately owned and maintained. All existing and proposed easements have

been indicated on the final plat, including storm sewer, sanitary sewer and gas. Landscape
requirements have been met at this time.
Staff recommends approval of the site plan for Williams Pointe Commercial Plat 2,
Preliminary Plat and Final Plat, subject to remaining staff comments.
Commissioner Tessau moved to approve the site plan for Williams Pointe
Commercial Plat 2, Preliminary Plat, subject to remaining staff comments. The motion was
seconded by Commissioner Koelker. Ayes: Koelker, Beenken, Bankole, Lohse, Tessau, and
Streit. Nays: None. Motion Carried.
Commissioner Tessau moved to approve the site plan for Williams Pointe Commercial
Plat 2, Final Plat, subject to remaining staff comments. The motion was seconded by
Commissioner Koelker. Ayes: Koelker, Beenken, Bankole, Lohse, Tessau, and Streit. Nays:
None. Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat, final plat,
and construction drawings subject to remaining staff comments and review of
the legal documents.
RECOMMENDATION: Approve the resolutions.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Coralville AAP, LLC, has requested final plat approval of Williams Pointe Commercial
Plat 2 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on June 13, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Williams Pointe Commercial Plat 2 and the documents relating thereto
will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
10th day of July, 2023, that the Final Plat for Williams Pointe Commercial Plat 2 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:

WHEREAS, the construction drawings have been reviewed by the City Engineer and City staff,
and are found to be in general conformance with section §177 – Subdivision Regulations –
Design Standards of the Waukee Municipal Code.

HISTORY
The subject property was recently platted as Williams Pointe Commercial Plat 1, which included one lot for commercial
development and one outlot for future development.
PROJECT DESCRIPTION
LOTS
Williams Pointe Commercial Plat 2 identifies two lots for commercial development along SE Brick Drive and one outlot
along SE Alice’s Road for future commercial development. Lot 1 is 1.47-acres in area and is currently under Site Plan
review. Lot 2 is 1.51-acres in area and any uses are unknown at this time. Outlot X is 3.86-acres in area. Table 1 below
summarizes the requirements of the C-1 Highway and Service Commercial zoning district.

STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat and final plat are in
general conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the
Comprehensive Plan. Staff recommends approval of the preliminary plat and final plat for Williams Pointe Commercial
Plat 2 subject to remaining staff comments and review of legal documents.
