AGENDA ITEM:Consideration of approval of resolution approving agreement with Flock
Group, Inc for the installation of automatic license plate readers
FORMAT:Consent Agenda
SYNOPSIS INCLUDING PRO & CON: The Police Department has been working on an
initiative to implement automatic license plate readers (ALPR) in
locations throughout the city to assist with prevention, deterrence and
solving crime. The ALPR program is used by several other Des Moines
metro agencies and serves as a force multiplier for the Police Department
in identifying vehicles associated with criminal activity, missing / wanted
persons, and stolen / wanted vehicles.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
The cost of the initial year and installation is $34,650.00, of which $20,000 will be paid using a
donation given to the Police Department and earmarked for this initiative. The annual recurring
subtotal for the project is $33,000.00.

RESOLUTION 2023-
APPROVING AGREEMENT WITH FLOCK GROUP, INC FOR THE INSTALLATION
OF AUTOMATIC LICENSE PLATE READERS
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County;
AND,
WHEREAS, the Waukee Police Department recommends the installation of automatic license
plate readers (ALPRs) in various locations throughout the City of Waukee to assist in preventing,
deterring and solving crimes; AND,
WHEREAS, the Waukee Police Department has reviewed an agreement with Flock Group, Inc.,
for the installation and maintenance of ALPRs in Waukee; AND,
WHEREAS, a portion of the cost for the first year agreement and installation will be paid with a
donation given to the Waukee Police Department and earmarked for this initiative.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
24th day of July, 2023, that it hereby approves an agreement with Flock Group, Inc for the
installation of automatic license plate readers.
