AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 7, 2023 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for KeeTown Loop – North Parking Lot FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The Quarter at Waukee, LLC requests approval of a site plan to authorize the construction of a parking lot at the northwest corner of the overall KeeTown Loop development. The parking lot includes a total of 154 parking spaces. One direct access will be provided into the site from the public street. Several internal accesses will be provided into this site from the surrounding properties. A ten-foot-wide trail will be provided on the east side of SE Parkview Crossing Drive, adjacent to the parking lot. Several internal sidewalks are proposed in order to provide pedestrian access throughout the development. Several storm intakes will be provided throughout the parking lot in order to manage storm water. The landscape plan meets the requirements of the Landscape and Open Space Ordinance. The lighting plan complies with the adopted guidelines. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the July 25, 2023, Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for KeeTown Loop – North Parking Lot City Planner, Bill Mettee, introduced the request for approval of a Site Plan for a parking lot, as submitted by The Quarter at Waukee, LLC. The property is generally located north of Ashworth Road and west of Grand Prairie Parkway, containing approximately 1.24-acres. The subject property was rezoned in 2021 as the first step in the development process for the planned KeeTown Loop development. A preliminary plat and final plat for the overall development has been approved and a site plan for the entertainment venue and parking lot has been approved. Site plans for a hotel and retail buildings have also been approved. The applicant now requests approval of a site plan for additional parking for the KeeTown Loop development. The project involves the construction of a parking lot at the northwest corner of the overall KeeTown Loop development and includes a total of 154 parking spaces. One direct access is proposed into the site at the west side of the site from the public street. There are several accesses into the overall development from the public streets and internal access points into this site from the neighboring properties within the overall development. A ten-foot-wide trail will be provided on the east side of SE Parkview Crossing Drive, adjacent to the subject site. Several internal sidewalks are proposed to provide pedestrian access throughout the development. Several storm intakes will be provided throughout the parking lot to manage stormwater. J7 A minimum of 20% of the overall KeeTown Loop development is required to be open space. The overall amount of open space provided is 33.7%. All landscaping and lighting requirements have been met. The comprehensive plan classifies the subject property as Community Commercial. The overall goal of this classification is to provide good and services to the community and often have two or more anchor tenants. The parking lot will support the overall KeeTown Loop commercial development. The proposed site plan is in general conformance with the Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance and Site Plan Ordinance. Staff recommends approval of the site plan for KeeTown Loop North parking Lot subject to remaining staff comments and review of legal documents. Commissioner Streit asked for clarification on parking, who uses it, who maintains it. Mr. Kass responded that maintenance is assessed to all, and parking is shared. Commissioner Koelker asked if the project would meet the minimum requirements for parking. Mr. Mettee responded that the parking meets the development requirements; as each lot is developed, some will have more parking, some will have less, and it is all shared parking. Commissioner Koelker asked if the developer is “boxing themselves in” by adding parking first. Mr. Kass responded that the developer is aware of the parking needs for the development. It is an unusual request, but the developer is trying to be proactive as the site develops. Commissioner Broderick moved for approval of a Site Plan for KeeTown Loop – North Parking Lot subject to remaining staff comments and review of legal documents. The motion was seconded by Commissioner Bankole. Ayes: Koelker, Broderick, Streit, Lohse, Tessau and Bankole. Nays: None. Motion carried.
