FORMAT:Public Hearing SYNOPSIS INCLUDING PRO & CON: Stivers Iowa Real Estate, LLC, and Ed Stivers Ford (employer), Inc. proposes to expand the existing business (1450 E Hickman Rd) directly west of the Stivers Collision Center. The proposed $9.5M development includes a new 36,600 square foot Ford Pro Service Center which will focus on upfitting and servicing commercial electric vehicles. Additionally, the project includes six interior and three exterior EV charging stations. Charging stations will be operational 72 hours per week and available to customers and the public. One or more of the exterior charging stations will be a “level 3” fast charger. The development agreement includes a Business Retention and Expansion incentive with Ed Stivers Ford, Inc receiving 50 % of the tax increment for three years. The economic development grants will be capped at $330,000. The agreement requires Ed Stivers Ford, Inc. to retain 112 fulltime and 9 part-time jobs and create 15 new full-time jobs no later than August 31, 2024. Ed Stivers Ford must maintain a monthly average of 127 full-time and 9 part-time jobs at operations at 1450 Hickman Rd. AND ED STIVERS FORD, INC., AND THE HEARING THEREON PUBLIC NOTICE is hereby given that the Council of the City of Waukee in the State of Iowa, will hold a public hearing on August 21, 2023, at 5:30 P.M. in the Council Chambers, City Hall, 230 West Hickman Road, Waukee, Iowa, at which meeting the Council proposes to take action on the proposal to enter into a Development Agreement (the "Agreement") with Stivers Iowa Real Estate, L.L.C. (the "Developer") and Ed Stivers Ford, Inc. (the "Employer"). The Agreement would obligate the Developer to construct certain Minimum Improvements (as defined in the Agreement) on certain real property located within the Waukee Consolidated Urban Renewal Area as defined and legally described in the Agreement, consisting of the construction of a 36,600 square foot commercial vehicle service center adjacent to their existing facility, together with all related site improvements, under the terms and following satisfaction of the conditions set forth in the Agreement. The Agreement would obligate the Employer to occupy and operate its business in the Minimum Improvements, including employing a minimum number of employees in those operations, during the duration of the Agreement. The Agreement would further obligate the City to make up to three (3) consecutive annual payments of Economic Development Grants to Employer consisting of 50% of the Tax Increments pursuant to Section 403.19, Code of Iowa, and generated by the construction of the Minimum Improvements, the cumulative total for all such payments not to exceed the lesser of $330,000, or the amount accrued under the formula outlined in the proposed Agreement, under the terms and following satisfaction of the conditions set forth in the Agreement. A copy of the Agreement is on file for public inspection during regular business hours in the office of the City Clerk, City Hall, City of Waukee, Iowa. At the above meeting the Council shall receive oral or written objections from any resident or property owner of said City, to the proposal to enter into the Agreement with the Developer and Employer. After all objections have been received and considered, the Council will at this meeting or at any adjournment thereof, take additional action on the proposal or will abandon the proposal to authorize said Agreement.
