AGENDA ITEM:Consideration of approval of a resolution approving Amendment No. 2 to
Agreement for Professional Consulting Services with Veenstra & Kimm, Inc.
[Little Walnut Creek Headwaters Wetland]

SYNOPSIS INCLUDING PRO & CON: This amendment No. 2 is for continued design,
construction services/survey and a Phase 1 cultural resources survey on the Shoeman property,
specifically the 31 acres the City purchased from Jeff Stanbrough. These are the next steps necessary
to complete final design, complete the permitting with USACE and IDNR and move forward with
construction.
Veenstra & Kimm, Inc. would like to amend the original agreement to include engineering services for
the Little Walnut Creek Headwaters Wetland project.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The original agreement indicated
the compensation amounts for design, construction services, and staking were to be determined. This
amendment presents scope of services, schedule, fees and conditions for final design, construction
services, staking, and a Phase 1 cultural resources survey as shown on the attachment. The original
agreement included a fee of $2,500 for the preparation of a grant application and the first amendment
included fees of $16,000.00 for environmental design, project planning, a wetland investigation, and
protected species review. This amendment proposes the following fees:
Final Design: $120,600.00
Construction Services and Staking $ 60,300.00
Phase 1 Cultural Resources Survey $ 8,995.00
Amended contract fee is $208,395.00 which includes amendments 1 and 2.

APPROVING AMENDMENT NO. 2 TO AGREEMENT FOR PROFESSIONAL
CONSULTING SERVICES WITH VEENSTRA & KIMM, INC
[LIFT STATION NO. 4 AND 6 REHABILITATION PROJECT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County;
AND,
WHEREAS, the original agreement indicated the compensation amounts for design,
construction services, and staking were to be determined; AND,
WHEREAS, this amendment presents scope of services, schedule, fees and conditions for final
design, construction services, construction staking, and a Phase 1 cultural resources survey;
AND,
WHEREAS, the original agreement included a fee of $2,500 for the preparation of a grant
application and the first amendment included fees of $16,000 for environmental design, project
planning, a wetland investigation, and protected species review; AND,
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
5th day of September, 2023, that it hereby approves Amendment No. 2 to the Agreement for
Professional Consulting Services with Veenstra & Kimm, Inc. [Lift Station No. 4 and 6
Rehabilitation Project] and amending the contract fee to $208,395.00.

AMENDMENT NO. 2 TO AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES
This letter is to present Veenstra & Kimm, Inc.'s second amended proposal to provide engineering
services for the Little Walnut Creek Headwaters Wetland project.
The original agreement indicated that compensation amounts for design, construction services,
and staking were to be determined. Amendment No. 2 presents scope of services, schedule, fees,
and conditions for final design, construction services, staking, and a Phase 1 cultural resources
survey as shown on the attachment. The original agreement included a fee of $2,500.00 for the

Re: Proposal for Phase I cultural resources survey, Little Walnut Creek Wetland, Waukee
Kevin:
This letter is in response to your request for a cost proposal to conduct the cultural resources
project described above. Our proposed not-to-exceed cost for this Phase I cultural resources
survey is $8,995. From the information that you provided the area consists of approximately 80
acres along Little Walnut Creek on the west side of Waukee. Our preliminary review of data for
this proposal suggests a possibility for an historic site in the area, which we will address during
our work. Also portions of the project area appear likely to need shovel or auger testing. Our
proposed cost includes the fieldwork, data review, analyses, report preparation, and all other
tasks necessary to complete the Phase I survey.
If you accept our proposed costs and authorize us to proceed with this project, we would be able
to conduct the fieldwork once crops have been harvested. The report preparation will take place
after the fieldwork is completed and you should receive your report within a month of that time.
