HomeMy WebLinkAbout2023-09-05 J06 KeeTown Loop Starbucks_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 5, 2023 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for KeeTown Loop Starbucks (2864 Grand Prairie Parkway) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The Quarter at Waukee, LLC requests approval of a site plan for a Starbucks coffee shop located north of Ashworth Road and west of Grand Prairie Parkway. The building is approximately 2,180-square feet in area and 20-feet in height. The applicant is proposing 13 parking spaces including a large drive-thru lane and 14 queuing spaces. The applicant is also providing the required number of bicycle parking, per Kettlestone Design Guidelines. The building will be constructed primarily of brick veneer, wood cladding, hardie panel siding and glazing. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the August 22, 2023, Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for KeeTown Loop – Starbucks (2864 Grand Prairie Parkway) Planning Coordinator, Melissa DeBoer, introduced the request for approval of a Site Plan for KeeTown Loop, Starbucks, located at 2864 Grand Prairie Parkway, as requested by The Quarter at Waukee, LLC. The property is generally located north of Ashworth Road and west of Grand Prairie Parkway, containing approximately .49-acres. The subject property was rezoned in 2021 as the first step in the development process for the planned KeeTown Loop development that will feature and entertainment venue, commercia/retail space, and hotels. A preliminary plat and final plat for the overall development has been approved and a site plan for the entertainment venue and parking has been approved. The applicant now requests approval of a site plan for a Starbucks. The project involves the construction of a Starbucks coffee shop. The building is 2,180 square feet in area. The building is single-story and 20-feet in height at the tallest point. The main entrance to the building is along the south side. The Starbucks site will share the trash enclosure with the R-1 site to the north. There are several accesses into the overall development from the public streets and an internal access point into this site from the neighboring properties within the overall development. A total of 20 parking spaces are required for the proposed site. The site is providing 13 parking spaces, including two accessible spaces. With the KeeTown Loop Planned Development parking regulations, cross parking and access agreements, the amount of parking provided is sufficient and consistent with the guidelines. The applicant is also J6 providing four bicycle parking spaces which is consistent with the Kettlestone Design Guidelines. A ten-foot-wide trail exists on the west side of Grand Prairie Parkway. A five-foot- wide sidewalk will be provided into the site from the R-1 site to the north and also from the private street to the south Several internal sidewalks are proposed to provide pedestrian access throughout the development. All utilities will be provided as part of the overall development improvements. All utilities will be privately owned and maintained. Stormwater management will be accommodated within the existing pond located to the southwest of the site. The stormwater management plan from the R-1 site included this site in the calculations. A minimum of 20% of the project area is required to be open space, with the total amount of open space proposed being 43.5%. Both the landscape plan and lighting plan meet all requirements. The elevations of the building are proposed to be constructed mainly of brick veneer, wood cladding, hardie panel siding and glazing. The comprehensive plan classifies the subject property as Community Commercial. The overall goal of the Community Commercial classification is to provide goods and services to the community and often have two or more anchor tenants. The proposed site plan is in general conformance with the comprehensive Plan, Zoning Ordinance Subdivision Ordinance, Kettlestone Design Guidelines and Site Plan Ordinance. Staff recommends approval of the site plan for KeeTown Loop Starbucks subject to remaining staff comments. Commissioner Broderick asked to clarify how and why a decision is made to share a trash enclosure; Andy Kass explained the process on that. Commissioner Koelker asked about traffic flow; Andy and Melissa both explained the access points and traffic flow. Commissioner Streit moved for Approval of a Site Plan for KeeTown Loop – Starbucks, 2864 Grand Prairie Parkway. The motion was seconded by Commissioner Lohse. Ayes: Koelker, Broderick, Streit, Lohse, and Bankole. Nays: None. Motion carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to remaining staff comments.
