HomeMy WebLinkAbout2023-09-05 J07 Greater Iowa Credit Union_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 5, 2023 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Greater Iowa Credit Union (1145 SE University Avenue) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Greater Iowa Credit Union requests approval of a site plan to authorize the construction of a single-story, 5,957 square foot building for a bank and retail space. The building is 22-feet in height. A drive-thru is proposed for the bank to the north of the building. A canopy is proposed for the three drive-thru lanes. A trash enclosure is shown at the northeast corner of the site and a monument sign is shown at the southwest corner of the site, along SE University Avenue. There are several existing private accesses into the site from the surrounding properties. There is one existing access directly into the site from SE University Avenue along the south. A pedestrian connection will be provided into the site from the trail along SE University Avenue. A total of 21 parking spaces are required and they are providing 36 parking spaces. The site will be serviced with public utilities. Stormwater management is provided with a detention basin located to the west of the site. The landscape plan meets the requirements of the Landscape and Open Space Ordinance. The elevations of the building are proposed to be constructed mainly of stone, brick, aluminum siding, and glazing. The trash enclosure will be constructed of brick to match the building. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the August 22, 2023, Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Greater Iowa Credit Union (1145 SE University Avenue) Planning Coordinator, Melissa DeBoer, introduced the request for approval of a Site Plan for Greater Iowa Credit Union, 1145 SE University Avenue, as submitted by Greater Iowa Credit Union. The property is generally located north of SE University Avenue and east of SE Alice’s Road, containing approximately 1.22 acres. The project includes the construction of a single-story building that is 5,957 square feet in area. The building is 22-feet in height. The building will be used for a bank and retail space. The main entrance for the bank space is at the southwest corner of the building and the main entrance for the retail space is located at the east side of the south elevation. The comprehensive plan classifies the subject property as Community Commercial. The Community Commercial classification provides a variety of uses that would serve the community and are located along minor or major arterials. The site plan is in general conformance with the Site Plan Ordinance, Comprehensive Plan, and Planned Development. Staff recommends approval of the site plan for Greater Iowa Credit Union subject to remaining staff comments. Commissioner Broderick asked if this site is in addition to their current location. A discussion followed both Melissa and Andy, regarding their original location and the fact that the applicant has owned this lot for several years. Commissioner Koelker moved for approval of a Site Plan for Greater Iowa Credit Union, 1145 SE University Avenue. The motion was seconded by Commissioner Broderick. Ayes: Koelker, Broderick, Streit, Lohse, and Bankole. Nays: None. Motion carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to remaining staff comments. UTILITIES This site will be serviced with all public utilities. Storm water detention is provided with a regional detention basin located to the west of the subject site.
