AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Greater
Iowa Credit Union (1145 SE University Avenue)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Greater Iowa Credit Union requests approval of a site plan
to authorize the construction of a single-story, 5,957 square foot building for a bank and retail space.
The building is 22-feet in height. A drive-thru is proposed for the bank to the north of the building. A
canopy is proposed for the three drive-thru lanes. A trash enclosure is shown at the northeast corner of
the site and a monument sign is shown at the southwest corner of the site, along SE University
Avenue.
There are several existing private accesses into the site from the surrounding properties. There is one
existing access directly into the site from SE University Avenue along the south. A pedestrian
connection will be provided into the site from the trail along SE University Avenue. A total of 21
parking spaces are required and they are providing 36 parking spaces.
The site will be serviced with public utilities. Stormwater management is provided with a detention
basin located to the west of the site. The landscape plan meets the requirements of the Landscape and
Open Space Ordinance.
The elevations of the building are proposed to be constructed mainly of stone, brick, aluminum siding,
and glazing. The trash enclosure will be constructed of brick to match the building.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the August 22, 2023, Commission Meeting and recommended approval
subject to remaining staff comments:

Planning Coordinator, Melissa DeBoer, introduced the request for approval of a Site Plan for
Greater Iowa Credit Union, 1145 SE University Avenue, as submitted by Greater Iowa Credit Union.
The property is generally located north of SE University Avenue and east of SE Alice’s Road,
containing approximately 1.22 acres.
The project includes the construction of a single-story building that is 5,957 square feet in
area. The building is 22-feet in height. The building will be used for a bank and retail space. The
main entrance for the bank space is at the southwest corner of the building and the main entrance for
the retail space is located at the east side of the south elevation. A drive-thru is proposed for the bank
to the north of the building. A canopy is proposed for the three drive-thru lanes.

The site plan is in general conformance with the Site Plan Ordinance, Comprehensive Plan,
and Planned Development. Staff recommends approval of the site plan for Greater Iowa Credit Union
subject to remaining staff comments.
Commissioner Broderick asked if this site is in addition to their current location. A discussion
followed both Melissa and Andy, regarding their original location and the fact that the applicant has
owned this lot for several years.
Commissioner Koelker moved for approval of a Site Plan for Greater Iowa Credit Union, 1145 SE
University Avenue. The motion was seconded by Commissioner Broderick. Ayes: Koelker,
Broderick, Streit, Lohse, and Bankole. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR GREATER IOWA CREDIT UNION
(1145 SE UNIVERSITY AVENUE)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Greater Iowa Credit Union, subject to remaining staff comments on August 22,
2023; AND,
WHEREAS, the Site Plan for Greater Iowa Credit Union is in general conformance with §160 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Greater Iowa Credit Union is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 5th day of September, 2023 that the Site Plan for Greater Iowa Credit Union is approved
subject to remaining staff comments.

existing access directly into the site from SE University Avenue along the south. One new access will be
provided at the northwest corner of the site, off of the existing private drive to the north.
A pedestrian connection will be provided into the site from the trail along SE University Avenue. Several
internal sidewalks will provide access around the building and parking lot areas.

36 spaces including 2 accessible stalls.
UTILITIES
This site will be serviced with all public utilities. Storm water detention is provided with a regional detention
