September 5, 2023
(A) Call to Order – The regular meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:32 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom.
(B) Pledge of Allegiance
(C) Roll Call – The following members were present: Mayor Courtney Clarke; Council Members R.
Charles Bottenberg, Chris Crone, Larry R. Lyon, Anna Bergman Pierce, Ben Sinclair. Absent:
None.
Also in attendance: City Administrator Brad Deets, Community Development Director Andy
Kass, Planning Coordinator Melissa DeBoer, Director of Economic Development Jennifer
Brown, Accounting Manager Rachel Bruns, Human Resources Director Michelle Lindsay, Public
Works Director/City Engineer Rudy Koester, Police Chief Chad McCluskey, Police Officer Corby
Robbins, City Clerk Rebecca D. Schuett, City Attorney Steve Brick.

(E) Agenda Approval – Council Member Lyon moved to approve the agenda; seconded by Council
Member Sinclair. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None.
Motion carried 5 – 0.
(F) Monthly Mayor’s Report – Mayor Clarke stated that the Waukee Canopy program is now open;
the Dallas County Local Housing Trust Fund has funding available for low-income homeowners
to complete house repairs and fix code violations; registration is open for Parks & Recreation
Fall and Winter programs. Mayor Clarke thanked the City’s seasonal staff, then noted a Kid
Cancer Crushers fundraising event at Centennial Park on Sep. 24.

(H) Public Hearings:
1) On an ordinance to amend Chapter 169, Zoning Regulations, District Regulations, by
amending Section 169.07, R-1 Single Family Residential District – Mayor Clarke opened
the public hearing and asked if any written correspondence had been received; City Clerk
Schuett replied that none had been received in the clerk’s office. Community Development
Director Kass reviewed the proposed amendment, which eliminates a conflict between City
code and the property maintenance code regarding the depth of swimming pools that require
a fence. The proposed amendment would require fencing when a pool has a 24-inch depth
instead of the current 18-inch depth. No comments were made by the public in attendance.

1) Ordinance: Consideration of approval of an ordinance to amend Chapter 169, Zoning
Regulations, District Regulations, by amending Section 169.07, R-1 Single Family
Residential District [introduction; first reading] – Council Member Sinclair introduced the
ordinance and moved to approve the first reading in title only; seconded by Council Member
Lyon. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion
carried 5 – 0.

reading] – Council Member Crone introduced the ordinance and moved to approve the first
reading in title only; seconded by Council Member Pierce. Public Works Director/City
Engineer Koester noted that the City had received requests from residents to review certain
uncontrolled intersections. Following a traffic study, the proposed ordinance adds stop signs
at some of those intersections. Mayor Clarke expressed her thanks to Mr. Koester for
keeping those residents informed during the process. Results of vote: Ayes: Bottenberg,
Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0.
3) Ordinance: Consideration of approval of an ordinance amending the Code of

discussed site ingress/egress, parking, stormwater detention via an existing pond,
landscaping and exterior building elevations. Council Member Bottenberg asked if the
building was the same size as the recently opened Starbucks on University Ave.; Ms.
DeBoer replied that the KeeTown Loop Starbucks would be slightly smaller. Results of vote:

WORK SESSION MEETING
September 11, 2023
A. Call to Order – The work session meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd.
B. Roll Call – The following members were present: Mayor Courtney Clarke; Council Members R. Charles
Bottenberg, Chris Crone, Larry R. Lyon, Anna Bergman Pierce, Ben Sinclair. Absent: None. (Council
Member Bottenberg left the meeting at 6:46 p.m.)

D. Work Session:
1) City Partners Presentation: Waukee Area Arts Council – Waukee Area Arts Council President
Jenn Hoffman and Vice President Adam Clarke discussed the organization’s history, the growth of
the Waukee Arts Festival event, and their 2023 budget.
2) City Partners Presentation: Heart of Iowa Regional Transit Agency (HIRTA) – HIRTA
Business Development Manager Brooke Ramsey reviewed the history of the organization, the
types of public transit offered, funding sources, Waukee utilization of services, challenges and
successes.
3) FY2023-2024 Strategic Plan: Natural Gas Hedging – Bill Lindley with Clayton Energy provided
background on his company and the services provided. He then discussed U.S. natural gas
supply and production, demand, Waukee’s historical and forecasted loads and winter hedging
strategy.
4) FY2023-2024 Strategic Plan: Affordable Housing Phase 3 update – Assistant City
Administrator Osborne noted that the City did not receive any Low Income Housing Tax Credits
(LIHTC) this year, reviewing the scoring breakdown with the council. (Council Member Bottenberg
left the meeting at 6:46 p.m.) Mr. Osborne then discussed a proposal from Habitat for Humanity to
develop affordable housing. The council discussed possible options to move forward with the
project, directing City staff to research the matter further.
5) Xenia Rural Water District/Waukee agreement amendment review – Public Works Director/City
Engineer Koester reviewed a proposed amendment that would greatly increase the City’s water
capacity.
6) Upcoming fiscal year contributions to City partners – City Administrator Deets noted the
current fiscal year contributions and proposed certain amendments to the contributions policy.
7) FY2023-2024 Strategic Plan: Comprehensive Environmental Sustainability Plan Phase 1
status – Assistant City Administrator Osborne discussed the timeline for review of RFPs for and
approval of a consultant agreement.
8) Make-A-Wish Iowa request – Mayor Clarke noted that she and the council received a request for
funding from Make-A-Wish Iowa. After some discussion, the council agreed that the organization
should apply through the standard City partners funding request process. The council also agreed
to market the organization through the City’s social media platforms.
9) Naming policy discussion – Council Member Crone stated that she had received a request
regarding the naming of a street for a former elected official. After some discussion on possible
requirements and criteria in a naming policy, the council directed staff to draft a policy for future
council consideration.
