AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, final
plat and site plan for Painted Woods West Townhomes Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat and site plan for a 10.85-acre multi-family townhome development
located north of I-80 and west of Ute Avenue
The project involves the construction of 57 townhome units within a series of
five and six-plexes Each unit will be its own lot. The individual lots will range
from 1,755-square feet to 2,080-square feet in area. All units will be 3-
bedroom and 1,511 square feet in area.
The elevations are proposed to be constructed of lap siding, board and batten,
shake siding and stone. All buildings are two stories and will include a two-
car garage. Several color palates will be offered to provide differentiation
between buildings of the same size.
A minimum of 20% is required to be open space and the applicant is
providing 71% open space. Storm water detention will be accommodated with
a basin on the northeast side of the site. All utilities will be brought into the
site to service the units and will be private. Landscape buffers are required
along the north and east sides of the site.
Private five-foot sidewalks will be installed within the site to provide
pedestrian circulation. A 10-foot trail will be installed along the north side of
Indian Ridge Drive with the road improvements.
The final plat identifies 57 lots and one outlot for common area / future
development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, site plan and final plat request at their
meeting on July 11, 2023 and recommended approval:

City Planner, Bill Mettee, introduced the request for approval of a preliminary plat,
final plat and site plan for a multi-family townhome development, as presented by D.R.
Horton.

The property is generally located north of Interstate 80 and west of R-22/Ute Avenue,
containing approximately 10.85 acres. The subject property is located within the existing
Painted Woods West Development, which was zoned R-4 in 2022 as part of Painted Woods
West Phase 2 rezoning.
The final plat and site plan identify a total of 57 lots intended for a townhome
development and will be developed in one phase. The lots range in size from 1,755 square
feet to 2,080 square feet and meet or exceed the minimum requirement of the R-4 zoning
district.
The applicant is unsure if the units will be rentals or owner-occupied. With each unit
on its own individual lot, either is possible. Building sizes include 5-unit and 6-unit buildings.
Two (2) 6-plexes and nine (9) 5-plexes are proposed. All units will be 3-bedroom and 1,511
square feet in area. All buildings will be two-story building with a two-car attached garage.
A total of 126 parking spaces are required. The site plan identifies 228 spaces to be provided
which includes 12 visitor spaces. All units will be accessed by a series of private internal
streets. The development will be accessed from the extension of Indian Ridge Drive.
Sidewalks will be provided internally to the site and a 10-foot-wide trail will be installed
along the north side of Indian Ridge Trail with the plat improvements.
All units will be serviced by private utilities extended through the
development. Stormwater detention will be provided in a pond in the northeast corner of the
site. The homeowner’s association will be responsible for the maintenance of the pond and
private utilities. Garbage and recycling services will be provided for each unit.
All proposed easements have been indicated on the final plat. All utilities are to be
privately owned and maintained. Landscape buffers will be installed along the east and north
sides of the development, and proposed landscape buffer along the west side will be installed
when the west half of the lot is developed. Parkland dedication requirements are being met.
Elevations of the proposed units meet the requirement of the Site Plan Ordinance. Proposed
materials include lap siding, board and batten, shake siding and stone.
All proposed lots and units meet the minimum requirements of the Zoning Ordinance,
the final plat is in general conformance with the Subdivision Ordinance, and the proposed
land use of the property is consistent with the Comprehensive Plan. Staff recommends
approval of the preliminary plat, final plat and site plan for Painted Woods West Townhomes
Plat 1 subject to remaining staff comments and review of legal documents.
Commissioner Beenken moved for approval of a Preliminary Plat for painted Woods
West Townhomes Plat 1 subject to remaining staff comments and review of legal documents.
The motion was seconded by Commissioner Lohse. Ayes: Beenken, Streit, Tessau, Lohse,
and Bankole. Nays: None. Motion carried.

Townhomes Plat 1 subject to remaining staff comments and review of legal documents. The
motion was seconded by Commissioner Tessau. Ayes: Beenken, Streit, Tessau, Lohse, and
Bankole. Nays: None. Motion carried.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, JJR HOLDINGS, LLC, has requested final plat approval of Painted Woods West
Townhomes Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on July 11, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Painted Woods West Townhomes Plat 1 and the documents relating
thereto will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of September, 2023, that the Final Plat for Painted Woods West Townhomes Plat 1 be and the
same is hereby accepted and approved by the City Council of the City of Waukee.
