AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, final
plat, site plan and construction drawings for Painted Woods West Townhomes
Plat 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat and site plan for a 10.09-acre multi-family townhome development
located north of I-80 and west of Ute Avenue
The project involves the construction of 94 townhome units within a series of
three, five and six-plexes Each unit will be its own lot. The individual lots will
range from 1,200-square feet to 2,080-square feet in area. All units will be 3-
bedroom and either 1,418 or 1,511 square feet in area and will include a one
or two car garage. All buildings will be two-story.
The elevations are proposed to be constructed of lap siding, board and batten,
shake siding and stone. All buildings are two stories and will include a two-
car garage. Several color palates will be offered to provide differentiation
between buildings of the same size.
A minimum of 20% is required to be open space and the applicant is
providing 51% open space. Storm water detention will be accommodated with
a basin on the southwest corner of the site. All utilities will be brought into the
site to service the units and will be private. Landscape buffers are required
along the south, west and east sides of the site.
Private five-foot sidewalks will be installed within the site to provide
pedestrian circulation. A 5-foot sidewalk will be installed along the south side
of Indian Ridge Drive with the road improvements.
The construction drawings show an extension of Indian Ridge Drive and U
Place.
The final plat identifies 94 lots and one outlot for storm water detention.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, site plan and final plat request at their
meeting on July 11, 2023 and recommended approval:
Approval of Painted Woods West Townhomes Plat 2 – Preliminary Plat, Final Plat &
Site Plan

City Planner, Bill Mettee, introduced the request for approval of a preliminary plat,
final plat and site plan for a multi-family townhome development, as presented by D.R.
Horton.
The property is generally located north of Interstate 80 and west of R-22/Ute avenue,
containing approximately 10.09 acres. The subject property is located within the existing
Painted Woods West Development, which was zoned R-4 in 2022 as part of Painted Woods
West Phase 2 rezoning.
The final plat and site plan identify a total of 94 lots intended for a townhome
development, which will be developed in one phase. The lots range in size from 1,200 square
feet to 2,080 square feet and meet or exceed the requirements of the R-4 zoning district.
The applicant is unsure if the units will be rentals or owner-occupied. With each unit
on its own individual lot, either is possible. Building sizes shown include 3-unit, 5-unit and 6-
unit buildings. Five (5) 3-plexes, seven (7) 5-plexes and seven (7) 6-plexes are proposed for a
total of 19 buildings. All units will be 3-bedroom and either 1,418 or 1,511 square feet in
area. All buildings will be two story with either a one or two car attached garage.
A total of 207 parking spaces are required. The site plan identifies 279 spaces which
includes 19 visitor spaces. All units will be accessed by a series of private internal streets and
will be accessed form the extension of Indian Ridge Drive. Sidewalks will be provided
internal to the site and a five-foot wide sidewalk will be installed along the south side of
Indian Ridge Trail with the plat improvements.
All units will be serviced by private utilities extended throughout the development.
Stormwater detention will be provided in a pond on the southwest corner of the site. The
homeowner’s association will be responsible for the maintenance of the pond, private streets
and private utilities. Garbage and recycling services will be provided for each unit.
All proposed easements have been indicated on the final plat. All utilities are to be privately
owned and maintained. Landscape buffers will be installed along the east, west and south
sides of the development. Parkland dedication requirements are being met. Elevations of the
proposed units meet the requirement of the Site Plan Ordinance. Proposed materials include
lap siding, board and batten, shake siding and stone.
All proposed lots and units meet the minimum requirements of the Zoning Ordinance,
the final plat is in general conformance with the Subdivision Ordinance, and the proposed
land use of the property is consistent with the Comprehensive Plan. Staff recommends
approval of the preliminary plat, final plat and site plan for Painted Woods West Townhomes
Plat 2 subject to remaining staff comments and review of legal documents.
Commissioner Tessau moved for approval of a Preliminary Plat for Painted Woods
West Townhomes Plat 2 subject to remaining staff comments and review of legal documents.
The motion was seconded by Commissioner Lohse. Ayes: Beenken, Streit, Tessau, Lohse,
and Bankole. Nays: None. Motion carried.
Commissioner Tessau moved for approval of a Final Plat for Painted Woods West
Townhomes Plat 2 subject to remaining staff comments and review of legal documents. The
motion was seconded by Commissioner Bankole. Ayes: Beenken, Streit, Tessau, Lohse, and
Bankole. Nays: None. Motion carried.
Commissioner Tessau moved for approval of a Site Plan for Painted Woods West
Townhomes Plat 2 subject to remaining staff comments and review of legal documents. The
motion was seconded by Commissioner Lohse. Ayes: Beenken, Streit, Tessau, Lohse, and
Bankole. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat, final plat,
site plan and construction drawings for Painted Woods West Townhomes Plat
2 subject to remaining staff comments.
RECOMMENDATION: Approve the resolutions.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, JJR HOLDINGS, LLC, has requested final plat approval of Painted Woods West
Townhomes Plat 2 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on July 11, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Painted Woods West Townhomes Plat 2 and the documents relating
thereto will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of September, 2023, that the Final Plat for Painted Woods West Townhomes Plat 2 be and the
same is hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Public Storm Sewer and Overland Flowage Easement;
2. Storm Water Detention Maintenance Covenant and Permanent Easement Agreement;

on July 11, 2023; AND,

Organization; AND,
WHEREAS, construction drawings have been submitted to the City for Painted Woods West
Townhomes Plat 2; AND,
WHEREAS, the construction drawings have been reviewed by the City Engineer and City staff,
and are found to be in general conformance with section §177 – Subdivision Regulations –
Design Standards of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 18th day of September, 2023 that the Construction Drawings for Painted Woods West
Townhomes Plat 2 be approved.

HISTORY
The subject property is located within the existing Painted Woods West Development. The property was zoned R-4 in
2022, as part of Painted Woods West Phase 2 rezoning.
PROJECT DESCRIPTION
