AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat and
final plat for I-80 West Industrial Plat 3.
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat
and final plat for a 4.96-acre parcel of land located north of south of I-80 and
west of Ute Avenue. A site plan for the property was reviewed and approved
by City Council on June 19, 2023.
The final plat includes 28 lots, which will be used to sell the individual
storage / contractor units. The units range from 1,920 square feet to 10,147
square feet. Units 26, 27 and 28 will be exterior units and will be sold in
conjunction with an interior unit.
A public ingress / egress easement and a small storm water detention
easement have been added to the plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on August 8, 2023 and
recommended approval:
Approval of a Preliminary Plat and a Final Plat for I-80 West Industrial Park Plat 3
City Planner, Bill Mettee, introduced the request for approval of a Preliminary and
Final Plat for an industrial development, as submitted by Next Phase Development, LLC –
Reid Tamisiea.
The property is generally located south of Interstate 80 and west of Ute Avenue,
containing approximately 4.96-acres. The plat identifies a total of 28 lots that will be split in
order to sell the individual units. The outdoor units, 26, 27 and 28, will be sold with other
lots. The plat also identifies Outlot Z as the stormwater detention and open space. Outlot Z
will be owned and maintained by the association. Lots 2-24 will all be 1,920 square feet in
area. Lot I is 4,284 square feet in area. The outdoor units range from 697 square feet to 2,318
square feet.
Access to the lots will be provided from Interstate Parkway. An ingress/egress
easement will be provided internally to provide access into the site from Interstate Parkway.
A five-foot sidewalk will be installed along Interstate Parkway with the lot development.
Public and private utilities will serve the proposed plat. Extensions will be made from
the existing area mains. The utilities that extend throughout the proposed plat will be private
and will be privately owned and maintained. Stormwater management will be provided with a
large pond located on the south side of the proposed plat. All proposed easements have been

indicated on the plat. An additional detention easement has also been proposed along the west
boundary near the center of the site.
The proposed preliminary plat and final plat is in general conformance with the
Subdivision Ordinance and the proposed land use of the property is consistent with the
Comprehensive Plan. Staff recommends approval of the preliminary plat and final plat for I-
80 West Industrial Park Plat 3 subject to remaining staff comments and review of legal
documents.
Discussion follows:
• Commissioner Broderick: Is this unique to Waukee as far as splitting of the
parcels/storage structures to own?
• Bill Mettee: Yes, it is unique to Waukee, but the applicant has done similar
projects throughout the metro.
• Commissioner Broderick: How is it governed/managed?
• Andy Kass: We have not yet received any of the legal documents but there
will need to be some type of association established.
• Brad Overturf, of Cooper Crawford responded that similar project in West Des
Moines, with the remainder being under a homeowner association which has
worked out well, sold very well, etc. which is why the Waukee project was
able to move forward.
• Commissioner Streit: Will those be storage units, office space?
• Andy Kass: Storage, warehousing, for contractors
• Commissioner Streit: Will there be restrictions on the outside lots?
• Bill Mettee: Outside units will be sold with interior units.
• Andy Kass: Outside area is covered by the site plan.
• Commissioner Streit: will the outside lots have a fence?
• Bill Mettee: Yes, similar to surrounding area
• Commissioner Broderick: We’ve already reviewed the site plan?
• Bill Mettee: Yes
• Commissioner Broderick: Will Andy be reviewing legal documents prior to
sending to City Council?
• Andy Kass: Yes. He will not send the project to City Council until he has had
a chance to review the legal documents which have not yet been submitted.
Commissioner Broderick moved for approval of a preliminary plat for I-80 West
Industrial Park Plat 3. The motion was seconded by Commissioner Streit. Ayes: Beenken,
Streit, Broderick and Lohse. Nays: None. Motion carried.
Commissioner Beenken moved for approval of a Final Plat for I-80 West Industrial
Park. The motion was seconded by Commissioner Lohse. Ayes: Beenken, Streit, Broderick
and Lohse. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat and final
plat subject to remaining staff comments and review of the legal documents.
RECOMMENDATION: Approve the resolutions.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Next Phase Development, LLC, has requested final plat approval of I-80 West Industrial
Plat 3 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on August 8, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for I-80 West Industrial Plat 3 and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of September, 2023, that the Final Plat for I-80 West Industrial Plat 3 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
