Towne Center Plat 5
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a
5.04-acre development for a commercial subdivision located west of SE
Alice’s Road and south of SE Laurel Street.
The plat identifies 4 lots for commercial development, zoned C-1 with a
Planned Development Overlay. Lot 1 is 1.79-acres in area, Lot 2 is 1.20-acres
in area, Lot 3 is 0.80-acres in area, and Lot 4 is 1.25-acres in area.
The request is to replat the existing four lots into four new lots in order to
provide for different sized lots than what currently exists. Proposed easements
have been indicated on the final plat. No other changes are being proposed.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat request at their meeting on September 12, 2023
and recommended approval:
Approval of a Final Plat for Waukee Towne Center Plat 5
Planning Coordinator, Melissa DeBoer, introduced the request for approval of a Final Plat for Waukee
Towne Center, as submitted by Waukee Towne Center, LLC. The applicant is requesting approval of
a final plat for a commercial development.
The property is generally located west of SE Alice’s Road and south of SE Laurel Street, containing
approximately 5.04-acres. The subject property was originally platted as four lots within Waukee
Towne Center Plat 3. The request is to replat the lots into four lots in order to provide for different
sized lots.
The plat identifies a total of four lots for commercial development. Lot 1 is 1.79-acres in area, Lot 2 is
1.20-acres in area, Lot 3 is 0.80-acres in area, and Lot 4 is 1.25-acres in area. Access to the lots will be
provided off of both SE Laurel Street and SE Alice’s Road. Ingress/egress easements will be provided
internally to provide access across the development through the proposed private drives. A 10-foot-
wide trail exists along Se Alice’s Road, adjacent to this site. Six-foot wide private sidewalks will be
installed internal to the site along the private drives to provide pedestrian access throughout the
development. These sidewalks will be installed with individual lot development.
Private utilities will serve the proposed plat. Extensions will be made from the existing area mains.
The utilities that extend throughout the proposed plat will be privately owned and maintained. Storm
water management will be provided with a large pond located to the southwest of the proposed plat.
All proposed easements have been indicated on the plat.

The proposed plat is in general conformance with the Subdivision Ordinance and the proposed land
use of the property is consistent with the Comprehensive Plan. Staff recommends approval of the final
plat for Waukee Towne Center Plat 5 subject to remaining staff comments and review of legal
documents.
Discussion as follows:
• Commissioner Beenken asked what the reason was for the request; Melissa responded that she
believed it was to address sizing of lots
Motion by Commissioner Tessau for approval of a Final Plat for Waukee Towne Center Plat 5,
seconded by Commissioner Beenken. Commissioner Broderick re-cused himself from the vote. Ayes:
Koelker, Beenken, Tessau, Lohse. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR WAUKEE TOWNE CENTER PLAT 5
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Waukee Towne Center, LLC, has requested final plat approval of Waukee Towne Center
Plat 5 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on September 12, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Waukee Towne Center Plat 5 and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of September, 2023, that the Final Plat for Waukee Towne Center Plat 5 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Public Utility Easement;
2. Private Sanitary Sewer Easement; and
3. Private Storm Sewer Easement
