AGENDA ITEM: Consideration of approval of a resolution approving a final plat for
Kettlestone Central Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Kettlestone Central, LC, requests approval of a final plat
for 42.42 -acres of property located south of SE Pleasant View Drive and east
of Grand Prairie Parkway. The plat includes a total of 14 lots for future
commercial development. In addition, there is one street lot for street right-of-
way purposes.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on September 12, 2023, and recommended approval subject to remaining
staff comments, review of the legal documents and completion of public improvements.
Approval of a Final Plat for Kettlestone Central Plat 1
Planning Coordinator, Melissa DeBoer, introduced the request for approval of a final plat for a
commercial development, as submitted by Kettlestone Central, LC.
The Property is generally located south SE Pleasant View Drive and west of SE Waco Place,
containing approximately 42.42-acres. The property is part of the Kettlestone Central North
development. The property was rezoned in Fall 2022. A preliminary plat was approved in spring 2023.
The preliminary plat identifies a total of 14 lots for future commercial development. The lots range
anywhere in size from 1.34-acres to 14.16-acres in area. All lots meet or exceed the minimum
requirements of the respective zoning districts. A landscape buffer is shown along the east plat
boundary.
As part of the improvements associated with this plat, the applicant will be required to make
improvements to SE Glacier Trail. Trail will be required to be installed along SE Glacier Trail.
Utilities will be extended throughout the plat.
The subject property is within the Kettlestone Corridor and was included within the 2015 master plan
for the corridor. The land uses shown within the Kettlestone Master Plan for the subject property are
Single-Family Residential and Medium Density Residential. The Kettlestone Master Plan is intended
to act as a guide for land use while at the same time allowing for flexibility of land uses.
All proposed lots meet the minimum requirements of the Zoning Ordinance and Planned
Development, the final plat is in general conformance with the Subdivision Ordinance, and the
proposed land use of the property is consistent with the Comprehensive Plan. Staff recommends

approval of the preliminary plat for Kettlestone Central Plat 1 subject to remaining staff comments and
review of legal documents.
Discussion as follows:
A general discussion regarding the shape of the lot and future plans
Melissa clarified that Outlot K is the next item on the agenda for the sports courts
The intent is to have individual retail lots
Motion by Commissioner Beenken for approval of a Final Plat for Kettlestone Central Plat 1, seconded
by Commissioner Lohse. Ayes: Koelker, Beenken, Broderick, Tessau, Lohse. Nays: None. Motion
carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Kettlestone
Central Plat 1

RESOLUTION 2023-
APPROVING THE FINAL PLAT FOR KETTLESTONE CENTRAL PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Kettlestone Central, LC, has requested final plat approval of Kettlestone Central Plat 1
(the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on September 12, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Kettlestone Central Plat 1 and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of September, 2023, that the Final Plat for Kettlestone Central Plat 1 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A)
2. Public Ingress/Egress Easement;
3. Public Utility Easement;
4. Sanitary Sewer Easement;
5. Landscape Buffer Easement;
6. Public Storm Sewer Easement;
7. Detention Easement;
8. Private Sanitary Sewer Easement;
9. Private Storm Sewer Easement; and
10. Private Water Main Easement
