AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Kettlestone
Central Gymnasium (2405 SE Glacier Trail)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Kettlestone Central, LC, and the Jensen Group, request
approval of a site plan to construct two 55,380 square feet buildings that will each have six (6)
basketball courts located within each building. The intended purpose of the buildings is to host youth
basketball practices and tournaments. Each building will be 49-feet in height. There is one outdoor
basketball court shown between the two buildings. A trash enclosure is shown in the northwest and
southwest corners of parking lot.
Two (2) accesses are proposed into the site from the surrounding public streets. One access from SE
Glacier Trail and one access from SE Westown Parkway. A five-foot-wide sidewalk will be installed
along the access from SE Glacier Trail.
A total of 728 parking spaces are required for the proposed site plan and they are providing 808
spaces, including 17 accessible spaces. Per the Kettlestone Design Guidelines a total of 25 bicycle
parking spaces are required. They are providing 26 bicycle parking spaces.
Public utilities will be provided to the site. Storm water management will be provided with a detention
pond located to the northeast and to the southeast of the site. Both ponds are regional stormwater
ponds owned and maintained by an association.
The elevations of the building are proposed to be constructed mainly of brick, cast stone, and widows.
The proposed materials comply with the Kettlestone Design Guidelines.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the September 18, 2023, Commission Meeting and recommended
approval of the extension:
Approval of a Site Plan for Kettlestone Central – Gymnasium (2045 SE Glacier Trail)
Planning Coordinator, Melissa DeBoer, introduced the request for approval of a site plan for an indoor
sports facility, as submitted by Kettlestone Central, LC and Jensen Group.
The property is generally located south of SE Pleasant View Drive and east of Grand Prairie Parkway,
containing approximately 14.16-acres. The project involves construction of two (2) 55,380 square feet
buildings that will each have six (6) basketball courts located within each building. The intended

A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 24%. The landscape buffer along the east side of the site meets the requirements. The
landscape plan meets the requirements of the Landscape and Open Space Ordinance as well as the
Kettlestone Design Guidelines.
The elevations of the buildings are proposed to be constructed mainly of brick, cast stone, and

The site plan is in general conformance with the Zoning Ordinance, Subdivision, Ordinance, Site Plan
Ordinance, Kettlestone Design Guidelines and Comprehensive Plan. Staff recommends approval of
the site plan subject to remaining staff comments.
Discussion as follows:
Commissioner Broderick asked about the parking lot islands/required plantings
Melissa responded these are a zoning/code requirement
Commissioner Broderick asked if staff could potentially work to find something more
sustainable
A general discussion followed regarding zoning districts for Kettlestone which are layered to
align with appropriate development, based on market etc.
General discussion of building design and potential uses
Melissa added the design is not related to zoning; Commissioner Broderick shared that he saw
an article stating the design is based/modeled after famous basketball facilities
Motion by Commissioner Tessau for approval of a site plan for Kettlestone Central Gymnasium,
seconded by Commissioner Broderick. Ayes: Koelker, Beenken, Broderick, Tessau, Lohse. Nays:
None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Kettlestone Central Gymnasium, subject to remaining staff comments on
September 12, 2023; AND,
WHEREAS, the Site Plan for Kettlestone Central Gymnasium is in general conformance with
§160 – Site and Building Development Standards Ordinance of the Waukee Municipal Code;
AND,
WHEREAS, the Site Plan for Kettlestone Central Gymnasium is in general conformance with
§161 – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 18th day of September, 2023 that the Site Plan for Kettlestone Central Gymnasium is
approved subject to remaining staff comments.
