AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat and
construction drawings for Kettlestone Central North Phase 2 / SE Danbury
Place
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat
and construction drawings for a commercial development located south of SE
Pleasantview Drive and east of Grand Prairie Parkway, containing
approximately 33.47-acres.
The preliminary plat includes a total of 13 lots for commercial development
and 2 outlots for stormwater detention. The lots range in size from 1.55-acres
to 2.82-acres in area. Stormwater detention is shown within the outlots located
at the northwest and southwest corners of the plat. Outlot Y is 1.73-acres and
Outlot Z is 1.92-acres. These outlots will be owned and maintained by an
association.
The construction drawings include a new public street and extensions of
public utilities to serve the proposed plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat at their meeting on September 26, 2023 and
recommended approval:
Approval of a Preliminary Plat for Kettlestone Central North Phase 2
Melissa DeBoer, Planning Coordinator, introduced the request for approval of Kettlestone Central
North Phase 2, Preliminary Plat, as submitted by Jensen Group. The applicant is requesting approval
of a preliminary plat for a commercial development.
The property is generally located south of SE Pleasantview Drive and east of Grand Prairie Parkway,
containing approximately 33.47-acres. The property is part of the Kettlestone Central North
Development and was rezoned in Fall 2022.
The preliminary plat identifies a total of 13 lots for commercial development and two (2) outlots for
stormwater detention. The lots range anywhere in size from 1.55-acres to 2.82-acres in area. All lots
meet or exceed the minimum requirements of the zoning district.
As part of the improvements associated with this plat, the applicant will be required to construct a new
public street, SE Danbury Place. A 10-ft wide trail exists along the east side of Grand Prairie Parkway
and the south side of SE Pleasantview Drive, adjacent to the proposed plat. A 10-ft wide trail will be
installed along the west side of SE Glacier Trail, adjacent to the proposed plat, with the SE Glacier
J2A-B
Trail public improvements. Utilities will be extended throughout the plat. Stormwater detention areas
will be owned and maintained by an association. All proposed easements have been indicated on the
preliminary plat.
The subject property is within the Kettlestone Corridor and was included within the 2015 master plan
for the corridor. The land uses shown within the Kettlestone Master Plan for the subject property are
Neighborhood Commercial and Office. The Kettlestone Master Plan is intended to act as a guide for
land use while at the same time allowing for flexibility of land uses. The intent is that the land use
designations can move based upon market demands and the type of development. The zoning
designation of K-RR still permits office type uses, but also provides additional flexibility for further
commercial and retail uses.
All proposed lots meet the minimum requirements of the Zoning Ordinance. Staff recommends
approval of the preliminary plat for Kettlestone Central North Phase 2 subject to remaining staff
comments.
Discussion as follows:
• Commissioner Broderick asked about lot layouts and the addition of a public street; Melissa
confirmed a public street would be added
• Commissioner Streit asked about the adjacent area and development of Westown Parkway.
Melissa responded it was her understanding that Westown Parkway from Grand Prairie
Parkway to Waco Place would be done this fall
Motion by Commissioner Broderick for approval of a Preliminary Plant for Kettlestone Central North
Phase 2, seconded by Commissioner Beenken. Ayes: Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat for
Kettlestone Central North Phase 2 and the construction drawings for SE
Danbury Place subject to remaining staff comments.
RECOMMENDATION: Approve the resolutions.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Kettlestone Central North Phase 2 on September 26, 2023;
AND,
WHEREAS, the Preliminary Plat for Kettlestone Central North Phase 2 is in general
conformance with section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 2nd day of October, 2023 that the Preliminary Plat for Kettlestone Central North Phase 2
be approved subject to remaining staff comments.

RESOLUTION 2023-
APPROVING THE CONSTRUCTION DRAWINGS FOR
SE DANBURY PLACE
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, construction drawings have been submitted to the City for SE Danbury Place;
AND,
WHEREAS, the construction drawings have been reviewed by the City Engineer and City staff,
and are found to be in general conformance with section §177 – Subdivision Regulations –
Design Standards of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 2nd day of October, 2023 that the Construction Drawings for SE Danbury Place be approved.

HISTORY
The property is part of the Kettlestone Central North development. The property was rezoned in Fall 2022.
PROJECT DESCRIPTION
LOTS
The preliminary plat identifies a total of 13 lots for commercial development and 2 outlots for stormwater detention.
The lots range anywhere in size from 1.55-acres to 2.82-acres in area. All lots meet or exceed the minimum
requirements of the zoning district. The table below summarizes the bulk regulations for the K-RR zoning district.
Stormwater detention is shown within the northwest and southwest corners of the plat, within the two outlots. Outlot
Y is 1.73-acres in area and Outlot Z is 1.92-acres in area. These outlots will be owned and maintained by an association.
