AGENDA ITEM: Consideration of approval of a resolution approving a final plat for KeeTown
Loop Plat 4
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The Quarter at Waukee, LLC, requests approval of a final
plat for 13.25-acres of property located north of Ashworth Road and west of
Grand Prairie Parkway. The plat includes a total of nine (9) lots and four (4)
outlots for commercial development. All lots meet or exceed the minimum
requirements of the K-RR district. The lots were originally platted as a part of
KeeTown Loop Plat 1 and Plat 2. The applicant wishes to replat in order to
create separate outlots for drive aisles and parking areas.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on May 23, 2023, and recommended approval subject to any remaining
staff comments and review of the legal documents.
Approval of a Final Plat for KeeTown Loop Plat 4
Community Development Director, Andy Kass, introduced the request for approval of a final plat for a
commercial subdivision as submitted by the applicant, The Quarter at Waukee, LLC. The subject
property is generally located north of Ashworth Road and west of Grand Prairie Parkway, containing
approximately 13.25 acres.
Mr. Kass advised that the plat identifies 9 lots and 4 Outlots that meet the minimum requirements of
the K-RR district. There are no public improvements or easements associated with the plat. The
applicant has requested to replat several of the existing lots from Plat 1 and Plat 2 in order to create
separate Outlots for drive aisles and parking areas.
Staff recommends approval of the final plat for KeeTown loop plat 4, subject to remaining staff
comments and review of the legal documents.
• Commissioner Broderick questioned if the Outlots will be tied to particular parcels. Mr. Kass
advised that was correct.
Commissioner Streit moved to approve the final plat for KeeTown Loop Plat 4 subject to remaining
staff comments and review of the legal documents. The motion was seconded by commissioner
Broderick. Ayes: Koelker, Beenken, Bankole, Streit, Lohse, and Broderick. Nays: None. Motion
Carried.

APPROVING THE FINAL PLAT FOR KEETOWN LOOP PLAT 4
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, The Quarter at Waukee, LLC, has requested final plat approval of KeeTown Loop Plat 4
(the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on May 23, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for KeeTown Loop Plat 4 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
2nd day of October, 2023, that the Final Plat for KeeTown Loop Plat 4 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:

HISTORY
The subject property was platted and a site plan for the music venue located within the development was approved in
early 2022. The applicant has requested to replat several of the existing lots from Plat 1 and Plat 2 in order to create
separate outlots for drive aisles and parking areas.
