HomeMy WebLinkAbout2023-10-02 J04 Casey's #4269_Revised Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: October 2, 2023 AGENDA ITEM: Consideration of approval of resolution approving a revised site plan for Casey’s Store #4269 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a revised site plan for a 2.64-acre development for a convenience store and gasoline service station located north of NW Stratford Drive and west of NW 10th Street. The project involves the construction of a gasoline service station with a convenience store and gasoline canopy. The convenience store will be approximately 4,570 square-feet and the canopy will be approximately 2,500 square-feet. Two entrance drives will provide access off of NW Stratford Drive. One entrance will be full-access and the second access will be a right- in / right-out entrance. The previously approved site plan included a 3,200 square foot carwash and an underground storm water detention system. The revised site plan eliminates the carwash and is replaced with an above-ground storm water detention basin. The underground storm water facility will be eliminated. The elevations of the convenience store and carwash are proposed to be constructed primarily of brick. The trash enclosure will be made of brick to match the building and the gate will consist of metal doors. The fuel canopy elevations consist of aluminum panels and the fuel canopy columns are a similar material. The elevations show a total of four double sided fuel pumps. A trash enclosure will be located near the north property line of the site and a monument sign is proposed near the southeast edge of the site. Twenty-three parking spaces are required and the applicant is providing twenty-three spaces. The address for the site is 600 NW 10th Street. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the revised site plan request at their meeting on September 26, 2023 and recommended approval: Approval of a revised Site Plan for Casey’s Store #4269 (600 NW 10th Street) City Planner, Bill Mettee, introduced the request for approval of a revised site plan for a convenience store/gas station, as submitted by Casey’s Marketing Company. The property is generally located north of NW Stratford Drive and west of NW 10th Street and contains approximately 2.64 acres. The subject property has been platted as Lot 1 of Stratford Commercial Plat 2. J4 The project involves construction of a single-story, Casey’s General Store that is proposed to be 4,570 square feet in area along with a fuel canopy and fuel pump, with a monument sign at the southeast corner of the site. The fuel storage tanks previously shown on the south side of the site will be located underground on the east side of the property. The tunnel car wash has been removed from the site plan and replaced with a bioretention cell. The underground stormwater detention facility previously proposed will be removed. A trash enclosure is located on the north side of the building. There will be two access points to this site, both off of NW Stratford Drive. The entrance nearest to NW 10th Street will be a right-in /right-out and the interior access point will be full access. The site plan identifies a total of 23 parking spaces being provided per Waukee parking requirements (5/1,000 sq ft for convenience store/gas stations). Five-foot wide sidewalks will be constructed on both street facing sides of the property, with a pedestrian connection into the side from the sidewalk along the south side of the site. All utilities exist in the immediate vicinity of this property and will be provided to this site. A grease interceptor is shown just to the south of the building. Landscaping and open space requirements have been met. A 30-foot Landscape Buffer is provided along the west property line and additional screening and a retaining wall has been provided along a portion of the north property line. The applicant has provided 23 trees and 73 shrubs, where 23 of each are required. Shrubs have been provided along the east side of the property to provide screening from headlights to the public traveling along NW 10th Street. The elevations of the convenience store are proposed to be constructed primarily of brick. The trash enclosure will be composed of brick to match the building and the gate will consist of metal doors. The fuel canopy elevations consist of aluminum panels and the canopy columns are a similar material. The proposed use is compatible with C-1 zoning district and provides an essential retail service in the neighborhood. Lighting requirements have been met and stormwater detention will be accommodated with a detention basin on the west side of the site. In previous submittals, the convenience store was larger and included five double-sided fuel pumps. The final site plan shows a smaller store and four double-sided fuel pumps. Commissioner Streit asked how the square footage of the store was determined. Britni Andreassen with Casey’s explained that Casey’s has two store prototypes and ultimately chose to utilize the smaller store. Commissioner Streit then asked a clarifying question regarding the previously shown underground detention area and current above ground detention area. Mr. Mettee explained that the original site plan showed a car wash on the west side of the site and would utilize an underground storm water detention system. With the elimination of the car wash, the applicant then chose to utilize that area for an above ground detention basin. Commissioner Broderick moved to approve the revised site plan for Casey’s – Store #4269. The motion was seconded by Commissioner Koelker. Ayes: Beenken, Streit, Koelker, and Broderick. Nays: None. The landscape plan identifies the required landscaping for the site. The convenience store is proposed to be just over 21-feet high; The gas canopy will be just over 22-feet high. COMPREHENSIVE PLAN The Imagine Waukee 2040 Comprehensive Plan classifies this property as Medium Density Residential which is defined as “a variety of attached side by side townhome and row home products with densities ranging from 4 to 12 units per acre. Small lot detached housing products also fit within this category.” The subject property is zoned C-1 Community and Highway Service Commercial District and is located on a Minor Arterial Street (NW 10th Street). The properties adjacent to the west and to the southwest currently house the Stratford Crossing Flats and the Stratford Crossing Townhomes and a preliminary plat to the adjacent property north proposes a mix of single-family and townhome development. The proposed use doesn’t classify as Medium Density Residential, but it is compatible with the C-1 zoning district and provides an essential retail service in the neighborhood. MISCELLANEOUS: The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the lighting requirements of the Site Plan Ordinance. Stormwater detention will be accommodated with a detention basin on the west side of the site. STAFF RECOMMENDATION The site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan. Staff recommends approval of the revised Site Plan for Amended Casey’s #4269.
