SYNOPSIS INCLUDING PRO & CON: Currently, off-duty police officer requests for events
are invoiced through the Police Department at $60.00 per hour. In
reviewing the fee schedule, we found the average overtime rate for our
police officers is $59.40, without IPERS or FICA. With IPERS and
FICA the number is closer to $69.50. Across the western metro, most
police departments are invoicing off-duty officers to cover events at
$65.00 per hour and this change will bring us in line with our neighbors,
while closing the gap on the actual costs for our officers versus what is
invoiced.

STAFF REVIEW AND COMMENT: A standard hourly rate ensures consistency when we
are asked how much off-duty officers cost an event instead of each
officer having a different rate and having to give a range to those
requesting off-duty officers for their events.
RECOMMENDATION: Approve the resolution.

ADOPTING THE CITY OF WAUKEE 2023 FEE SCHEDULE REVISION NO. 2
[POLICE DEPARTMENT FEES, ADMINISTRATION]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas
County; AND,
WHEREAS, most police departments in the western metro area invoice off-duty police
officers to cover events at $65.00 per hour; AND,
WHEREAS, the Waukee Police Department recommends an amendment to the current
2023 Fee Schedule regarding the fee for off-duty police officers so that Waukee is
consistent with neighboring communities, while also more accurately reflecting actual
costs to the City; AND,
WHEREAS, the City of Waukee 2023 Fee Schedule, Police Department,
Administration, is amended as follows:
POLICE DEPARTMENT
Administration
Off-duty police officer $65.00 per hour with 2-hour minimum
Fingerprinting services $10.00 per card + $5.00 single charge supply fee
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in
session this 16th day of October, 2023, that the City of Waukee 2023 Fee Schedule
Revision No. 2 [Police Department Fees, Administration] is hereby approved and shall
be in effect immediately.
