AGENDA ITEM:Consideration of approval of a resolution approving 2024 legislative priorities
FORMAT:Consent Agenda
SYNOPSIS INCLUDING PRO & CON: The City has an interest in several important issues that
will likely be considered by the 2024 Iowa state legislature that impact the
City’s ability to meet the needs of a growing community and to operate
efficiently.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: The City Administrator recommends approval of the
legislative priorities.
RECOMMENDATION: Approve the resolution.

THE CITY OF WAUKEE, IOWA
RESOLUTION 2023-
APPROVING 2024 LEGISLATIVE PRIORITIES
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City has an interest in several important issues that will be considered by the 2024
Iowa state legislature; AND,
WHEREAS, these issues impact the City’s ability to meet the needs of a growing community and to
operate efficiently, AND,
WHEREAS, the Waukee City Council establishes the following 2024 legislative priorities:
1.Preserve the ability for the City to make decisions at a local level that is consistent with
constitutional protected Home Rule.
2.Preserve the tools which give the City the ability to manage and finance growth through the use
of tax revenues and urban renewal districts.
3.Adopt legislation allowing cities to impose a local entertainment surcharge.
4.Retain State of Iowa economic development incentive programs.
5.Maintain funding sources from the State of Iowa for local infrastructure projects.
6.Increase the annual funding for affordable housing in the State Housing Trust Fund.
7.Expand the funding of Enhance Iowa and the CAT and RECAT programs.
8.Create new funding sources for storm water planning and improvements.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 16th
day of October, 2023, that it hereby approves the 2024 legislative priorities.
