THE CITY OF WAUKEE, IOWA
RESOLUTION 2023-
APPROVING FY2025 BUDGET DIRECTIVES AND CALENDAR
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County;
AND,
WHEREAS, the objective for the Budget Directives is to provide guidance for the development
of the City of Waukee FY2025 budget and present a fiscally responsible budget to the City
Council, allowing the Council to evaluate and approve a budget based on prudent policy
decisions; AND,
WHEREAS, the following budget directives are approved:
1)Implement HF718 to evaluate potential rate reduction from current City levy of $13.05
per $1,000;
2)Fiscally responsible Debt Service planning to meet Capital Improvement Plan needs;
3)Align staffing, compensation and facilities plan with City priorities to meet needs of
growing community;
4)Invest in resources to drive economic development and commercial taxable valuation;
5)Minimize the levels of enterprise funds’ future rate increases and fee structures;
6)Leverage City resources to attract entertainment, sports tourism and regional venues;
7)Develop adequate maintenance schedules for capital facilities and infrastructure;
8)Find optimal level to determine the timing of equipment purchase & replacement;
9)Utilize technology resources for operations and decision making;
10)Provide transparency in budget documents and public meetings; AND,
WHEREAS, the Waukee City Council also approves the following FY2025 Budget calendar:
1)December 11, 2023 – Council CIP work session
2)January 22, 2024 – Council budget work session (all departments)
3)January 29, 2024 – Final Council budget work session (if needed)
4)March 4, 2024 – Council sets public hearing date on proposed FY2025 property tax for
new taxpayer statements
5)March 4, 2024 – City staff report to Iowa Department of Management (DOM)
containing HF718 specific information for County mailings
6)March 14, 20024 – City staff submit budget public hearing notice to Dallas County
News and/or Des Moines Register for publication
7)March 20, 2024 – County Auditor deadline to mail HF718 Truth-in-Taxation
statements to all taxpayers
8)March 21, 2024 – Publication of public hearing notice(s) on the proposed FY2025
property tax amounts
9)March 21, 2024 – City staff post public hearing notices on City website and all social
media accounts
10)March 25, 2024 – Mayor’s Property Tax Overview public meeting
11)March 28, 2024 – City staff submit budget approval public hearing notice to Dallas
County News and/or Des Moines Register
12)April 1, 2024 – Special City Council meeting to hold public hearing on the proposed
FY2025 property tax amounts and new taxpayer statements
13)April 1, 2024 – Immediately following the special City Council meeting, regular City
Council meeting to set public hearing for FY2025 budget approval
14)April 4, 2024 – Publication of budget public hearing notice(s) on the proposed FY2025
budget
15)April 15, 2024 – Regular City Council meeting to hold public hearing on and consider
approval of proposed FY2025 proposed budget
16)April 15, 2024 – Regular City Council meeting to hold public hearing on and consider
approval of proposed CIP
17)April 30, 2024 – State filing deadline
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
16th day of October, 2023, that it hereby approves the FY2025 budget directives and calendar.
