AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: November 6, 2023 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Prime Carwash (355 E Hickman Road) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: 1914 Ventures LLC requests approval of a site plan to authorize the construction of a single-story, carwash building that is 11,000 square feet in area. The building is 33-feet in height at the highest point. The building includes one tunnel carwash lane and three lanes for detailing. The site includes a greeter station kiosk and canopy at the southwest corner. A trash enclosure is shown along the north side of the building and a monument sign is proposed at the southeast corner of the site, along Hickman Road. One access will be provided into the site off of NE Venture Drive. A pedestrian connection will be provided from the sidewalk along NE Venture Drive. A total of 21 parking spaces are required and they are providing 21 parking spaces. The site will be serviced with public utilities. Stormwater management is provided with a shared detention basin located at the north side of the site. The landscape plan meets the requirements of the Landscape and Open Space Ordinance. The elevations of the building are proposed to be constructed mainly of CMU and glass storefront. The trash enclosure will be constructed of the same materials as the building. The overhead doors facing Hickman Road will be full glass doors in accordance with the requirements of our Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the October 24, 2023, Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Prime Carwash (355 E Hickman Road) Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a commercial building, as presented by 1914 Ventures LLC. The property address is 355 E Hickman Road and is generally located north of Hickman Road and east of NE Dartmoor Drive, containing approximately 1.38 acres. The project includes the construction of a single-story carwash building that is 11,000 square feet in area. The building is 33-feet in height at the highest point. The building includes one tunnel carwash lane and three lanes for detailing. The site includes a greeter station kiosk and canopy located at the southwest corner of the site, along Hickman Road. Staff recommends approval of the site plan for Prime Carwash, subject to remaining staff comments. Discussion as follows: None Motion by Commissioner Tessau for approval of a Site Plan for Prime Carwash, seconded by Commissioner Lohse. Ayes: Beenken, Broderick, Streit, Lohse, Tessau and Bankole.
