AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Fox Valley
Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a
24.11-acre development for a single-family residential subdivision located
south of Meredith Drive and west of Warrior Lane. The plat identifies 54
single-family lots. All proposed lots meet or exceed the minimum
requirements of the R-2 and R-2/PD-1 zoning districts. Extensions of streets
and utilities have been completed by the developer.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat request at their meeting on August 22, 2023 and
recommended approval:
Approval of a Final Plat for Fox Valley Plat 1
Planning Coordinator, Melissa DeBoer, introduced the request for approval of a Final Plat for
Fox Valley Plat 1, as requested by Element 119.
The applicant is requesting approval of a final plat for a subdivision consisting of a single -
family residential development. The property is generally located south of Meredith Drive and West
of Warrior Lane, containing approximately 24.11-acres. The subject property was rezoned from A-1
to R-2 in March, 2021.
The final plat identifies a total of 54 lots that are intended for single-family residential
development. Lots 13-46 are zoned R-2 and lots 1-12 and 47-54 are zoned R-2/PD-1. The lots range
in size from 8,217 square feet 24,719 square feet. All proposed lots meet or exceed the minimum
requirements of the zoning districts.
The lots zoned R-2/PD-1 are subject to the following requirements when they are developed:
• Minimum two car garage
• Minimum of 1,100 square feet for a single-story home and 1,400 square feet for a two-
story home
• Adjacent lots cannot share the same building elevation
• Minimum of 25% stone, brick, or stucco on the front of the home facing the public
street
• Specific requirements for the use of vinyl siding (4-inch traditional profile, trim
elements to be at least 3.5-inch wide and the requirement to incorporate decorative
materials onto front facades)

• Two trees and two shrubs planted on each lot at the time of individual lot
development.
A number of public streets will be provided as part of this development. Two main collector
streets will provide primary access in and out of the development. NW Alderleaf Drive is shown to
be extended from the Ashley Acres development to the south and NW Hillside Boulevard connects to
N. Warrior Lane and will be extended to the west. All other streets shown will be considered local
streets. A 10-foot-wide trail will be provided along the south side of NW Hillside Boulevard.
Public utilities will service the proposed lots. Sanitary sewer and water will be provided from
area mains. Outlots Y and Z will provide stormwater detention for the plat. The ponds will be owned
and maintained by the homeowner’s association. All proposed easements have been indicated on the
final plat. Landscape buffer easements have been indicated along all lots that are adjacent to N
Warrior Lane and NW Hillside Boulevard.
Parkland dedication requirements will apply to the project due to its residential nature. The
required amount of parkland is 2.88-acres. Parkland will be dedicated with future phases of the Fox
Valley development to the west.
The subject property is classified as Single Family Residential in the Imagine Waukee 2040:
Comprehensive Plan. The comprehensive plan defines single family residential as traditional forms
of single-family housing with lot sizes ranging from 8,000 square feet to 0.50-acres in area with an
average density of 2 to 4 units per acre.
All proposed lots meet the minimum requirements of the zoning Ordinance and Planned
Development. The final plat is in general conformance with the Subdivision Ordinance, and the
proposed land use of the property is consistent with the Comprehensive Plan. Staff recommends
approval of the final plat for Fox Valley Plat 1 subject to remaining staff comments.
Commissioner Broderick asked to clarify landscape buffers and the collector street.
Commissioner Koelker moved for approval of the Final Plat for Fox Valley Plat 1. The motion was
seconded by Commissioner Lohse. Ayes: Koelker, Broderick, Streit, Lohse, and Bankole. Nays:
None. Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR FOX VALLEY PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Fox Valley Development, LLC, has requested final plat approval of Fox Valley Plat 1
(the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on August 22, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Fox Valley Plat 1 and the documents relating thereto will comply with
section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
6th day of November, 2023, that the Final Plat for Fox Valley Plat 1 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A, B, C, D, E and F);
2. Overland Flowage Easement;
3. Public Utility Easement;
4. Public Storm Sewer Easement;
5. Public Sanitary Sewer Easement;
6. Landscape Buffer Easement;
7. Snow Storage Easement;
8. Private Storm Sewer Easement;
9. Public Water Main Easement;
10. Sign Easement; and
11. Temporary Turnaround Easement

HISTORY
The subject property was rezoned from A-1 to R-2 and R-2/PD-1 in March 2021.
PROJECT DESCRIPTION

The final plat identifies a total of 54 lots that are intended for single-family residential development. Lots 13-46 are
