SYNOPSIS INCLUDING PRO & CON: Re/Max Precision requests approval of a site plan to
authorize the construction of a single-story building for sports practice facility. The building is 23,200
square feet in area and 22.5 feet in height. The building will also include storage space. A trash
enclosure is shown to the northeast of the building.
Two accesses will be provided into the site. One will be provided off of NW 17th Street and one will be
provided off of NW Vicksburg Court. A total of 81 parking spaces are required and they are providing
83 spaces.
The site will be serviced with all public utilities. Storm water detention will be provided with the
detention basin located at the northeast corner of the site. The landscape plan meets the requirements
of the Landscape and Open Space Ordinance.
The elevations of the building are proposed to be constructed mainly of metal wall panels, fiber
cement panels, stone, and storefront system. The trash enclosure will be constructed of split face CMU
with a steel gate.

reviewed this project at the November 14, 2023, Commission Meeting and recommended
approval subject to remaining staff comments:
Item 8: Approval of a Site Plan for MTG Sports Complex (1650 NW Vicksburg Court)
Bill Mettee, City Planner, introduced the request for approval of a site plan for a sports practice
facility, as presented by the applicant, RE/Max Precision, represented by David Bentz PE-Bishop
Engineering.
The property is located north of Hickman Road and east of NW 17th Street, containing approximately
2.47-acres. The site plan identifies the construction of a 23,200 square foot building for a sports
practice facility. The building is 22.5 feet in height and will also include storage space, with a trash
enclosure shown to the northeast of the building.
Two accesses will be provided into this site from the public streets. One access will be provided from
NW 17th Street and one from NW Vicksburg Court. A total of 81 parking spaces are required for this
project. The total amount of proposed parking is 83 parking spaces, including four (4) accessible
spaces. A five-foot-wide sidewalk will be constructed on the south side of NW Vicksburg Court. A
10-foot-wide trail exists along the east side of NW 17th street. A pedestrian connection into the site is
provided from the trail along the south side of the site.

required to be open space. The total amount of open space proposed is 42%. A 40-foot landscape
buffer is provided along the south side of the site to provide buffering between the industrial and
commercial zoning districts. The plantings shown on the landscape plan meet the minimum
requirements of the Landscape & Open Space Ordinance.
The elevations of the building are proposed to be constructed mostly of metal wall panels, fiber cement
panels, stone, and storefront system. The trash enclosure will be constructed of split face CMU with a
steel gate. A photometric plan for the site lighting complies with the requirements of the Site Plan
Ordinance. The comprehensive plan classifies the subject property as Mixed Use, which provides
flexibility and a variety of different uses within a neighborhood.
The site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan. Staff
recommends approval of the site plan for MTG Sports Complex, subject to remaining staff comments.
Discussion as follows:
• Zoning for the surrounding area
• Matt Floden of Grace Architecture, Winterset, IA indicated facility use to be primarily
baseball, softball, batting cages; to be rented by teams but may be open to the public as well
for aerobics, boxing etc. and stated the Moonshots logo is branding for softball and a business
name, not a specific team name.
Motion by Commissioner Broderick for approval of a Site Plan for MTG Sports Complex, seconded
by Commissioner Lohse. Ayes: Koelker, Beenken, Broderick, Lohse, Tessau. Nays: None. Motion
carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR MTG SPORTS COMPLEX
(1650 NW VICKSBURG COURT)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for MTG Sports Complex, subject to remaining staff comments on November 14,
2023; AND,
WHEREAS, the Site Plan for MTG Sports Complex is in general conformance with §160 – Site
and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for MTG Sports Complex is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 20th day of November, 2023 that the Site Plan for MTG Sports Complex is approved subject
to remaining staff comments.

13.GRADING AND EROSION CONTROL SHALL BE DONE IN ACCORDANCE WITH THE APPROVED GRADING PLAN, SWPPP, NPDES DOCUMENTS, AND IOWA DEPARTMENT OF
NATURAL RESOURCES REQUIREMENTS.
14.THE CONTRACTOR SHALL PICK UP ANY DEBRIS SPILLED ONTO THE ADJACENT RIGHT OF WAY OR ABUTTING PROPERTIES AS THE RESULT OF CONSTRUCTION, AT THE
END OF EACH WORK DAY AND PRIOR TO A RAIN EVENT.
15.THE CONTRACTOR IS RESPONSIBLE FOR THE PROMPT REMOVAL OF ALL MUD THAT HAS BEEN TRACKED OR WASHED UNTO ADJACENT PROPERTY OR RIGHT OF WAY
UNTIL SUCH TIME THAT PERMANENT VEGETATION HAS BEEN ESTABLISHED.
16.DISPOSE OF ALL EXCESS MATERIALS AND TRASH IN ACCORDANCE WITH FEDERAL, STATE, AND LOCAL REQUIREMENTS. PROVIDE WASTE AREAS OR DISPOSAL SITES
FOR EXCESS MATERIALS NOT DESIRABLE FOR INCORPORATION INTO THE PROJECT.
17.APPROVED FIRE APPARATUS ACCESS ROADS SHALL BE PROVIDED AS SOON AS CONSTRUCTION COMMENCES. IF PAVING IS NOT INSTALLED PRIOR TO BUILDING
CONSTRUCTION COMMENCING AFTER FOOTING INSTALLED, AN APPROVED ROUTE AROUND THE EXTERIOR OF THE BUILDING TO EXTEND WITHIN 100 FEET OF ALL
PORTIONS OF THE EXTERIOR WALLS SHALL BE PROVIDED AND COMPLY WITH THE REQUIREMENTS OF SECTION 503.2 OF THE IFC.
PAVING NOTES:
1.THE PAVING/ GRADING CONTRACTOR SHALL BACKFILL THE PAVING SLAB AND FINE GRADE THE RIGHT OF WAY AS SOON AFTER THE PAVING AS POSSIBLE. ALL AREAS
SHALL BE SEEDED IN ACCORDANCE WITH CITY OF WAUKEE STANDARD SPECIFICATIONS AND THE CURRENT VERSION OF SUDAS.
2.SUBGRADE PREPARATION AND PAVEMENTS WILL BE CONSTRUCTED FOLLOWING RECOMMENDATIONS IN THE SOILS REPORT. APPROVED SOILS ENGINEER MUST SIGN
OFF ON SUB BASE PRIOR TO ANY PAVEMENT BEING PLACED.
3.SEE DETAILS FOR ALL PAVEMENT THICKNESS.
4.ALL PEDESTRIAN WALKWAYS THAT UNLOAD INTO A VEHICLES TRAVELED PATH MUST HAVE A.D.A. DETECTABLE WARNING PANEL(S) AS PER A.D.A. REGULATIONS. PANEL
TYPE & COLOR SHALL BE PER CITY STANDARD.
5.ALL WALKS, PARKING LOTS, HANDICAP PARKING, RAMPS, ETC. SHALL COMPLY WITH ALL A.D.A. AND CITY CODES. HANDICAP PARKING SIGNAGE IS REQUIRED FOR ALL
HANDICAP STALLS AND SHALL BE CONSIDERED INCIDENTAL. IN EVENT OF A DISCREPANCY BETWEEN THE PLANS AND THE A.D.A./CITY CODES THE A.D.A./CITY CODES

UTILITY NOTES:
1.QUANTITY CALLOUTS ON PIPE LENGTHS ARE APPROXIMATE AND SHOULD BE USED FOR REFERENCE ONLY.
