Collision Building Center Addition (355 SE Alice’s Road)

SYNOPSIS INCLUDING PRO & CON: Michael Graham requests approval of a site plan for a
building addition to an existing Graham Collision Center located south of SE Laurel Street and east of
SE Alice’s Road. The building addition is approximately 1,320-square feet in area and 12-feet in
height. The project will require the removal of six parking spaces; however, the parking requirements
are still met. The building will be constructed of fiber cement paneling with reveal system.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the November 14, 2023, Commission Meeting and recommended
approval:
Item 7: Approval of a Site Plan for Graham Collision Center Building Addition (355 SE Alice’s
Road)
Bill Mettee, City Planner, introduced the request for approval of a site plan for a commercial building
addition, as presented by Applicant/Owner Michael Graham, and represented by Jared Murray, Civil
Design Advantage. The applicant is requesting approval of a site plan for a commercial building
addition.
The property is located south of SE Laurel Street and east of SE Alice’s Road, containing
approximately 1.62 acres. The proposed project is located within Hickman West Industrial Park Plat 1
which was platted in 1993. The original Graham Collision Center project was brought to the Planning
& Zoning Commission in May, 2019.
The site plan identifies the construction of a 1,320 square foot addition to the rear of the building. The
building has an overall height of 10-feet. The primary use of the building addition is intended for
additional storage space for the collision center.
Access to the site will not change and is provided on the north side of the property from SE Laurel
Street. The proposed building addition requires the removal of six (6) parking stalls; however, the site
still provides 51 spaces, which meets the parking requirements. Five-foot-wide sidewalks were
installed along the north and west side of the site with the original site plan. All utility services exist
onsite. Storm water detention for the project will continue to be managed on the east side of the site
within a dry bottom detention basin.

A minimum of 15% of the project area is required to be open space. The total amount of open space
proposed is 24.7%. The plantings from the original landscape plan meet the minimum requirements of
the ordinance.
No new lighting is proposed for this project. One light will be relocated to the east side of the
addition.
Staff recommends approval of the site plan for Graham Collision Center subject.
Discussion as follows: None
Motion by Commissioner Koelker for approval of a Site Plan for Graham Collision Center Building
Addition, seconded by Commissioner Lohse. Ayes: Koelker, Beenken, Broderick, Lohse, Tessau.
Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR GRAHAM COLLISION CENTER BUILDING
ADDITION
(355 SE ALICE’S ROAD)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Graham Collision Center Building Addition on November 14, 2023; AND,
WHEREAS, the Site Plan for Graham Collision Center Building Addition is in general
conformance with §160 – Site and Building Development Standards Ordinance of the Waukee
Municipal Code; AND,
WHEREAS, the Site Plan for Graham Collision Center Building Addition is in general
conformance with §161 – Landscaping and Open Space Ordinance of the Waukee Municipal
Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 20th day of November, 2023 that the Site Plan for Graham Collision Center Building
Addition is approved.

HISTORY
The proposed project is located within Hickman West Industrial Park Plat 1 which was platted in 1993. The
original Graham Collision Center project was brought to Planning & Zoning Commission in May of 2019.
PROJECT DESCRIPTION

Landscape & Open Space Ordinance.
ELEVATIONS
Colored building elevations are included for review. The building is proposed to be constructed with fiber
cement paneling with reveal system. The elevations meet the architectural requirements of the ordinance.
PHOTOMETRIC PLAN
No new lighting is proposed for this project. One light will be relocated to the east side of the addition.
STAFF RECOMMENDATION
Staff recommends approval of the site plan for Graham Collision Center subject to remaining staff comments.
