HomeMy WebLinkAbout2023-11-20 I09 Valvoline_Site Plan Extension AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: November 20, 2023 AGENDA ITEM: Consideration of approval of a resolution approving an extension of the site plan for Valvoline Waukee (3145 Grand Prairie Parkway) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Aterra Real Estate requests approval of an extension of the site plan for a new Valvoline Oil Change center proposed within the Oakleaf development within Kettlestone that was originally approved by the City Council on November 21, 2022. Chapter 160 of the Waukee Municipal Code allows an applicant to request one one-year extension of a site plan approval if construction has not commenced within one year of the original approval date. There are no proposed changes to the site plan now. The applicant is working on the timing for the construction of the store with hopes of beginning in spring 2024. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the November 14, 2023, Commission Meeting and recommended approval of the extension: Item 5: Approval of a Site Plan Extension for Valvoline Waukee (3145 Grand Prairie Parkway) Bill Mettee, Planner, introduced the request for approval of a site plan extension for a commercial building, as presented by the applicant, Aterra Real Estate. The property address is 3145 Grand Prairie Parkway and is generally located west of Grand Prairie Parkway and north of Interstate 80. The applicant requests an extension for their approved site plan for an additional year. Nothing on the plans has changed. Staff recommends approval of the extension for the approved site plan. Discussion as follows: A brief discussion followed regarding the process of extending a site plan and the fact that extensions occur very infrequently. Motion by Commissioner Tessau for approval of a site plan extension for Valvoline Waukee, seconded by Commissioner Koelker. Ayes: Koelker, Beenken, Broderick, Lohse, Tessau. Nays: None. Valvoline Extension Request PREPARED BY: Bill Mettee, Planner REVIEWED BY: THE CITY OF WAUKEE, IOWA RESOLUTION 2023- APPROVING AN EXTESION OF THE SITE PLAN FOR VALVOLINE WAUKEE (3145 GRAND PRAIRIE PARKWAY) IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the Waukee City Council approved the Site Plan for Valvoline Waukee on November 21, 2022; AND, WHEREAS, the approved site plan will become null and void on November 21, 2023, as a building permit has not been approved and actual construction has not begun prior to this date; AND, WHEREAS, the developer has applied for a one (1) year extension of the site plan in accordance with Waukee Municipal Code §160.03; AND, WHEREAS, the Planning & Zoning Commission recommended the extension be approved during the meeting of November 14, 2023; AND, WHEREAS, the Site Plan for Valvoline Waukee remains in general conformance with §160 – Site and Building Development Standards of the Waukee Municipal Code; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa in session this 20th day of November 2023 that a one-year extension for the site plan for Valvoline Waukee is approved. ____________________________ Courtney Clarke, Mayor Attest: ___________________________________ Rebecca D. The approved site plan includes a 2,139 square foot building for Valvoline oil change center. REQUEST The subject property is located at 3145 Grand Prairie Parkway, west of Grand Prairie Parkway and north of Interstate 80. Aterra Real Estate, the owner/applicant, requests an extension for their approved site plan for another year. Nothing on the plans have changed. Allow sender | Block sender Good afternoon Bill Because of economic conditions in the greater Des Moines area (we were unable to get a reasonable bid from over a dozen contractors), we need to extend our approval for another year. We have seen new construction pricing improve from this past Spring and we believe that the builder's market will continue to get better into next year. There are no changes to the approved plans.
